Notice Description

HORSHAM MASTERPLANNING CONSULTANT COMMISSIONS (A) HORSHAM TOWN CENTRE VISION STATEMENT 2015-2025 The Horsham town centre vision statement's main purpose is to build on the strengths of previous studies; recently commissioned retail, transport & movement, hotel studies and articulate the planning policy aims and objectives from the newly adopted Horsham Development Planning Framework and: * To produce an imaginative, dynamic and deliverable, composite picture of the planned, emerging and prospective development opportunities and improvements within the town centre in an accessible and engaging format. * To take account of and incorporate insights from separately commissioned retail/leisure, hotel and transport studies. * To demonstrate, through the use of high quality graphics, plans, perspective drawings, photomontages or other media how the changes could look and feel and how they will relate to each other and to the town centre as a whole. * To clearly set out the scale of the opportunity to the private sector and engage with local stakeholders to refine and develop deliverable future investment proposals. * To inform and stimulate discussion with a wide range of community interest groups. * The whole brief must be grounded in a clear understanding of viability and deliverability issues so it is clear what can be delivered and what needs to be 'unlocked' and with suggestions of how to achieve this. (B) HURST ROAD DEVELOPMENT BRIEF The following outputs will be required: * To provide overall strategic development options advice. * To produce imaginative and deliverable costed development options for the whole site, and differing combination of sub sites and improvements for Hurst Road in an accessible and engaging format. * To take account of and incorporate insights from separately commissioned retail/leisure, hotel and transport studies. * To demonstrate, through the use of high quality graphics, plans, perspective drawings, photomontages or other media how development options could look and feel. * To finalise a deliverable realistic and costed Development Brief to clearly set out options and the scale of the opportunities. * To produce indicative delivery and phasing programmes for the range of development options.
