Car Clubs in Shared Environmental Service (Kingston and Sutton councils)
Notice Description
RBK & LBS entered into a Shared Environment Service for Highways & Transport in 2016. The SES has now provided an opportunity to review the current arrangement and commission a fully integrated car club strategy. Both RBK and LBS have two car clubs operative in their boroughs. LBS has six operative car club bays, RBK has 15 bays. Both boroughs have corporate car club memberships with high use amongst social care and IT staff. Car club use within inner London boroughs has increased quickly whereas take up in outer London boroughs (where car ownership is higher) has been slower. 2011 census data tells us LBS has a car ownership rate of 77% (the sixth highest in London) and RBK's is at 75%. Both are above the London average (around 58%) but in line with national rate of around 75% (National Census 2011) Both boroughs have been out of contract with the current suppliers for some years. In light of increased council corporate car club use, growing population and large new residential developments in both boroughs the SES wishes to develop a strategy to: - grow residential use whether through 'back to base' or 'floating' car club models - introduce cars and bays into residential developments through S106 agreements -grow corporate car club use in both councils, reduce grey fleet and mileage claims The SES also wants to explore increasing E.V charging provision and feasibility of e-bike and cargo bike hire as part of the discussion. The Councils would like to understand from key providers how these requirements might best be met and is therefore carrying out a soft market testing exercise to engage in early informal dialogue prior to any formal procurement taking place. All information provided in the questionnaire responses and the subsequent discussions will be strictly confidential and will assist the Council in shaping and scoping requirements and provide insight into the most suitable delivery model for this programme. NB the contract length is unknown at this stage, the dates indicated are arbitrary as they are required on the notice.
