Summary of the contracting process

The NHS City and Hackney Clinical Commissioning Group is undertaking a procurement process titled "PRJ-993 City and Hackney CCG Trailblazer CAMHS." This procurement falls under the health and social work services category and is situated in the London Borough of Hackney and City of London. Currently in the award stage, the process involves a limited procurement method without prior publication of a call for competition. The contract, valued at £875,213, was signed on 4 January 2021, and aims to introduce Mental Health Support Teams to the Wellbeing and Mental Health in Schools Programme, with a focus on addressing health inequalities for vulnerable groups during the merger of City and Hackney CCG with six other CCGs set for 1 April 2021.

This tender presents significant opportunities for businesses in the healthcare sector, specifically those providing mental health and social support services. Companies with existing connections to local health, social care, and voluntary organisations are particularly well-suited to compete, as the successful delivery of these services requires an integrated approach. The contract extension signals a continued need for established providers capable of ensuring seamless service delivery during the transition to the new North East London CCG, paving the way for future competitive tendering options once the merger is complete.

Notice Title

PRJ-993 City and Hackney CCG Trailblazer CAMHS

Notice Description

This service is the introduction of Mental Health Support Teams (MHSTs) to the existing "Wellbeing and Mental Health in Schools" (WAMHS) Programme. City and Hackney CCG is undergoing a merger with 6 other CCGs on 1-Apr-2021 and is intending to issue a short extension (6 months) to all contracts expiring on 31-Mar-2021 to provide continuity during the merger. This is under regulation 72(b)(i) and 72(b)(ii) of the Public Contracts Regulations 2015 because a change of contractor cannot be made for technical reasons and would cause significant inconvenience for the CCG.

Lot Information

Lot 1

This contract is set to address health inequalities particularly those from vulnerable and higher risk groups with the introduction of Mental Health Support Teams (MHSTs) to the existing "Wellbeing and Mental Health in Schools" (WAMHS) Programme. This service have the most targeted impact on the children with the greatest need and result in direct clinical interventions being delivered in City and Hackney Schools for the first time. The provider has been delivering the service for a considerable period of time and work in an integrated way in City and Hackney.

Procurement Information

City & Hackney CCG is being merged with 6 other CCGs to form North East London CCG (NEL CCG) on 1-April-2021. To ensure smooth transition to NEL CCG the CCG is extending all contracts for 6 months where continuity of provider is deemed necessary. The CCG is publishing this notice to signal its intention to directly award a contract, on the grounds that continuing to use the original contractors is necessary during the merger for technical reasons and that changing contractor at this time would cause significant inconvenience to the CCG (PCR 2015, Reg 72(b)(i) and (b)(ii). While consideration has been given to the Coronavirus pandemic response 32(2)(c) is not being cited as the primary reason for the extension. The CCG believes that this supplier is already integrated with other services in East London, and has strong links with local health, social care, community and voluntary organisations. This enables it to deliver services in an integrated way and provide holistic care that meets the needs of local patients. The intended contract extension is for 6 months, to September 2021, and by that time NEL CCG will have been able to complete the merger process, understand where it has multiple contracts for the same services, and make decisions on competitive tendering options for future consolidated contracts as a new organisation.
