Summary of the contracting process

NHS City and Hackney Clinical Commissioning Group is conducting a tender for the "PRJ-994 City and Hackney CCG Primary Care Mental Health Alliance" to provide a range of mental health services for residents in the London Borough of Hackney and the City of London. This procurement falls under the health and social work services category and is currently in the award stage, having been completed on 4 January 2021. The awarded contract, valued at £142,500, will extend for six months and is intended to ensure continuity during the merger with six other Clinical Commissioning Groups (CCGs) into the North East London CCG effective 1 April 2021.

This tender presents significant opportunities for businesses in the healthcare services sector, especially those experienced in delivering integrated mental health services within a primary care framework. Suppliers with strong links to local health, social care, and community organisations would be well-suited to compete, particularly as the contract aims to enhance access standards and improve care pathways as outlined in the Five Year Forward View. The extension period allows for businesses to prepare for potential tendering options following the merger into the new consolidated organisation.

Notice Title

PRJ-994 City and Hackney CCG Primary Care Mental Health Alliance

Notice Description

This alliance contract is set to provide a range of Mental Health services at Primary Care for the benefit of City and Hackney residents. City and Hackney CCG is undergoing a merger with 6 other CCGs on 1-Apr-2021 and is intending to issue a short extension (6 months) to all contracts expiring on 31-Mar-2021 to provide continuity during the merger. This is under regulation 72(b)(i) and 72(b)(ii) of the Public Contracts Regulations 2015 because a change of contractor cannot be made for technical reasons and would cause significant inconvenience for the CCG.

Lot Information

Lot 1

The Primary Care Alliance work to address the STP strategic priorities through a supported self management using a recovery model in line with EPC model. This service is also set to increase access standards and care pathways which is set on the Five Year Forward View and improve the identification of Mental Health problems within Primary Care.

Procurement Information

City & Hackney CCG is being merged with 6 other CCGs to form North East London CCG (NEL CCG) on 1-April-2021. To ensure smooth transition to NEL CCG the CCG is extending all contracts for 6 months where continuity of provider is deemed necessary. The CCG is publishing this notice to signal its intention to directly award a contract, on the grounds that continuing to use the original contractors is necessary during the merger for technical reasons and that changing contractor at this time would cause significant inconvenience to the CCG (PCR 2015, Reg 72(b)(i) and (b)(ii). While consideration has been given to the Coronavirus pandemic response 32(2)(c) is not being cited as the primary reason for the extension. The CCG believes that this supplier is already integrated with other services in East London, and has strong links with local health, social care, community and voluntary organisations. This enables it to deliver services in an integrated way and provide holistic care that meets the needs of local patients. The intended contract extension is for 6 months, to September 2021, and by that time NEL CCG will have been able to complete the merger process, understand where it has multiple contracts for the same services, and make decisions on competitive tendering options for future consolidated contracts as a new organisation.
