Notice Description

This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved. AQSES is designed to deliver the Foreign Secretary's Outcome for Development: "A sharper focus on alleviating the worst forms of global poverty, girls' education and humanitarian needs". The programme has three pillars: Access, Safety and Quality. These three pillars will not be delivered across Syria in their entirety; different areas will have a different focus. Activities may include: Access: ensuring access for marginalised children through tailored support such as catch-up education, referral pathways to formal education, assistive devices for children with disabilities, and support with transport or attendance costs (conditional cash transfers). directly responding to barriers to access including support for children engaged with the labour market, and children without legal registration. Safety: Provision of mental health support, positive discipline, safeguarding systems, and child resilience to extremist ideology through critical thinking and child-led democratic activities. Where necessary landmine clearance. Quality: providing stipends, teacher training, coaching, teaching materials, and strengthened technical capacity for education directorates in the North West. The programme may have three or four components: 1) North West Syria, 2) North East Syria, 3) Government of Syria controlled areas. A fouth component may include a research/risk/TA unit; although this will be appraised in due course.
