The Scottish Government is initiating a procurement process entitled "Transformation of Shared Services (including HR and Finance systems)", aimed at consulting on potential solutions for transforming its corporate services by potentially adopting an integrated ERP solution. This process is currently in the planning stage and is classified under IT services, specifically consulting and software development. The location for this initiative is Edinburgh, and a bidder session for interested parties will take place remotely on 9th March 2021. Future notices regarding this procurement are anticipated to be issued by 17th May 2021.

This tender represents a significant opportunity for businesses specialising in IT services, human resources management consultancy, and financial consultancy to engage with a prominent government authority. Companies that are well-positioned to compete should ideally offer solutions that can cater to the complexities of a large-scale shared service transformation, emphasising modern, secure, and scalable digital solutions. The focus on a potentially integrated cloud ERP solution opens avenues for innovative service providers to demonstrate their capabilities in enhancing public sector service delivery for approximately 13,000 employees across various government entities.

Notice Title

Transformation of Shared Services (including HR and Finance systems)

Notice Description

This prior information notice (PIN) seeks market advice and is not linked to a contracting opportunity. Scottish Government is seeking advice from the market for their views on possible solutions for the transformation of Shared Services to potentially include an integrated ERP solution.

Lot Information

Lot 1

This prior information notice (PIN) seeks market advice and is not linked to a contracting opportunity. The Scottish Government currently deploys separate Oracle eBusiness Suite solutions for HR/Payroll and Finance. This enables the delivery of services to core Government Directorates and their employees and also a range of Executive Agencies and Non Departmental Public Bodies. The Scottish Government is about to embark on a transformation of its corporate services to a customer focused shared service organisation, and is potentially looking for a single, integrated cloud ERP solution to enable this transformation. The Scottish Government is, however, open to other solutions that may assist with the delivering a modern, digitally enabled Shared Services provision that is safe, secure, accessible and scalable. This will initially provide services for approximately 13,000 employees but will require the ability to rapidly onboard Scottish Public Sector bodies. The solution will need to be able to meet requirements of both central government directorates and front line delivery agencies as a single whole of government solution. A bidder session will be held remotely on Tuesday 9th March for interested parties. If you wish to attend the event please send an e-mail to sharedservicestransformation@gov.scot and we will send you the link to the Eventbright event - with details of how to attend. This session will include further details on the Shared Services Transformation programme and will also have the opportunity to ask the Programme team questions. There will also be an opportunity after the session to submit questions and the anonymised questions and answers will be distributed to attendees after the session. Additional information: Please note this PIN is for market advice only.
