Notice Description
A four stage approach (with break clause after each stage) for the delivery of CBMDC's Bereavement Strategy in relation to its crematoria: Stage 1: Feasibility study of 5 identified new sites for 2 new crematoria up to RIBA stage 2. Detailed design and tender for the refurbishment of one existing crematorium. Budget estimates for the refurbishment of the further 2 existing crematoria. Provide specialist advice on all aspects of the delivery of the Bereavement Strategy particularly the cremation process. Stage 2: Develop detailed design and prepare tender documents for 2 new crematoria to RIBA stage 4. Deliver refurbishment of an existing crematorium. Stage 3: Deliver first new crematoria to P/C. Stage 4: Deliver second new crematoria to P/C. Documents expected to be published on the Council's e-tendering website 'YORtender' (www.yortender.co.uk) on 28th September 2018 under reference DN 355178.

"text": "Small contract variations are individually, but not in total (PS134k) less than 10% (PS83k) of the original contract value (PS827k). As such (and as the contract was awarded prior to the end of the Brexit transition period) a contract variation notice needs to be posted on OJEU for both the earlier contract variations and the larger variation. The Complete breakdown is as follows: * Oakworth Additional fees: PS19,500 * Oakworth External Works: PS6,850 * Landscape Design co-ordination: PS3,700 * RIBA Stage 3 Delays to July 2020: PS113,877 * RIBA Stage 3 Delays August 2020: PS17,554.40 * RIBA Stage 3 Delays September 2020: PS13,206.40 Total additional fee request: PS174,687.80 Broken down the reasons for each element as follows: * Oakworth additional fees This scope of delivery on site was changed including additional constructions work as opposed to refurbishment and additional design work was required. * Oakworth External Works The original scope of service did not include any alterations to the grounds of the crematoria which were identified as required in order to improve the functionality of the site * Landscape Design Co-ordination There was no allowance in the development of the new sites for integration of the landscaping elements that were being designed by RPP and those that were the responsibility of CBMDC * Design Development Delays Delays to the scheme impacted the delivery of the projects by the design team. Initial proposals included running projects in tandem in order to reduce costs, this ended up being infeasible. Delays have occurred due to changes in political priorities, the need to co-ordinate projects in line with the financial and capital profile of CBMDC, and delays that have occurred due to lengthening planning and land acquisition timescales. The above is permissible under PCR reg. 72 (1) b; a change of supplier cannot be made for reasons of interoperability with the existing services contract (also to do so would result in significant disruption and duplication of costs), and the total value of all variations is still less than 50% of the original contract value."
