Initial proposals included running projects in tandem in order to reduce costs, this ended up being infeasible. Delays have occurred due to changes in political priorities, the need to co-ordinate projects in line with the financial and capital profile of CBMDC, and delays that have occurred due to lengthening planning and land acquisition timescales. The above is permissible under PCR reg. 72 (1) b; a change of supplier cannot be made for reasons of interoperability with the existing services contract (also to do so would result in significant disruption and duplication of costs), and the total value of all variations is still less than 50% of the original contract value."
