Software Tool(s) To Assess Traffic and Transport Data
Notice Description
The West Yorkshire districts and Combined Authority require the following software package (or packages) with a licensing system allowing multiple users across the organisations. Invoices must be combined for the Combined Authority to pay on behalf of districts, with the option of multi-year discounts and the ability to pay each year of a long term commitment in turn.A tool that allows the processing of Department for Transport (DfT) Trafficmaster[1] data to obtain and visualise measures of journey times and congestion on local roads. Analysis of the data is essential for the development and monitoring of current strategies at the Combined Authority. It also supports bid work, such as the recent DfT Better Deal for Bus Users opportunities. For districts, the uses include the validation of highway models, to aid scheme design and network management. We require data from 2011 up to the latest release, and for the tool to be kept up to date as the DfT release new data sets.An accessibility planning tool that builds on the 'Accession' software that was developed by the DfT but is no longer supported. The tool must allow accessibility policy to be developed and monitored, and analysis of development sites and transport schemes through journey time analysis to multiple origins and destinations by all modes of transport. Outputs must be visualised in isochrones, with report based outputs available. WYCA and partner councils use the tool to calculate the Transport Strategy indicators, provide analysis of new transport schemes including changes to the bus network and the assessment of local plan site allocations.A tool for selecting and downloading datasets including public transport data, road networks and census data in a format that is compatible for use in the accessibility planning tool described previously.
