        "description": "The Housing First Flexible Support commission aims to provide a high-quality, pilot housing first support service project to individuals who have been provided with a permanent tenancy through Housing First Programme within the Lower Nithsdale area of Dumfries & Galloway. The aim of the service will be to reduce repeat homelessness for a small number of service users who have multiple complex needs and struggle to maintain temporary or permanent accommodation. The support model will be first and foremost a model of support that is relationship based, unconditional and 'portable', and crucially, 'person-led, not system-led': flexing to deliver what people want or need and not what processes demand.",

The main categories of performance to be monitored will be: - Tenancy sustainment and repeat homelessness - Accident and Emergency Attendance - Alcohol Related hospital admissions - Drug misuse Related Admissions - Harm reduction interactions .e.g. number of service users given advice on overdose prevention techniques - Police arrests - Offending behaviour and interactions with Justice System The Provider should supply evidence of the progress of Service Users and will be monitored from the start of the Contract The Provider shall work with the Housing First Steering Group to develop a suite of appropriate performance indicators to measure performance of the pilot project.",
