ABP Onshore Wind - Feasibility and Development Framework
Notice Description
ABP currently has 26 MW of operational onshore wind and solar generation as of Q1 2021, with installations in 17 of its 21 UK ports. By Q3 2021 the installed capacity is expected to be approximately 29 MW given construction projects already contracted. ABP's objective is to significantly increase its renewable asset base over the next five years above this initial 29MW.The additional wind projects to be developed under the Framework Contract will be behind-the-meter schemes at ABP's sites. ABP plans to fully own the projects from the outset. From 2021-2026 ABP anticipates somewhere in the region of up to 60MW of additional onshore wind to be developed across several of the ports.In order to achieve this ABP wish to contract with organisations experienced in leading onshore wind projects in order to assist with development of the projects as Developer Partners. The Developer Partner will lead the development activity and will essentially be working for a fee; they will not hold any equity stakes in the projects or assets. This framework will only cover the Feasibility and Development stage of the project through to being construction ready; it will not cover the construction nor operational stages. However, the successful organisations will have strong experience and knowledge of the construction and operational stages so that the project design they undertake for ABP does not expose ABP to unnecessary cost or risk.ABP expects to run a tender programme for onshore wind construction and operation at a later date once the number and type of turbines that are to be submitted for planning is clear.To support ABP's strategic pipeline of wind projects they intend to procure a 3 year Professional Services framework with an option to extend by a maximum of 2 years (+1 +1) to support the Feasibility and Development stages of these pipeline Projects nationally across the ABP Group locations. The estimated value of the framework over its full duration is in the region of PS3-5m The framework will be engaged through a bespoke NEC4 Framework Contract incorporating bespoke NEC4 Professional Services Contracts (PSC) which will be used to call off services required. Call off contract options will be modified versions of:Option A - priced contract with Activity Schedule, Option C - target contract with Activity Schedule and Option E - cost reimbursable contract. The framework will operate under a number of different mechanisms including pre-agreed schedule of rates and terms and conditions allowing project awards quickly and effectively, either as direct awards or mini competitions.This framework will be procured in accordance with the following timeframe: (1) Pre-Qualification release to market - April 2021(2) Issue Invitation to Negotiation to short listed Organisations - June 2021(3) Award decision & Standstill period - end of August 2021(4) Contract Commencement - September 2021.Consultancies and specialist renewable developers are invited to provide an Expression of Interest (EOI) in this framework by emailing phil.goundry@abports.co.uk by no later than 26 April 2021. Organisations must advise in their EOI who the key point of contact from their organisation will be.
