Summary of the contracting process

South Lanarkshire Council is planning to initiate a procurement process for "Care at Home" services, classified under health and social work services, aiming to enhance the support available for individuals to live independently at home. The process is currently in the planning stage, with a significant emphasis on a bespoke procurement approach that complies with the Public Contracts (Scotland) Regulations 2015. The expected future notice date for the tender is 2nd August 2021, and delivery is to take place in the Hamilton area, UK.

This tender presents substantial opportunities for businesses specialising in care and support services, particularly those capable of delivering personal and non-personal care to the elderly and people with disabilities. Companies that can adapt to a flexible procurement model and engage in both Direct Awards and Mini Competitions will be well-suited to participate. This initiative not only opens doors for new providers to enter the market but also addresses the growing demand for care services, responding to an ageing population within the council area.

Notice Title

South Lanarkshire Council - Care at Home

Notice Description

The Council currently provides or commissions over 45,000 hours of Care at Home for adults and older people each week, with 29% of Care at Home provided in-house and 71% of carried out by external Care at Home providers. The need for services is expected to increase in line with the growing needs of an ageing population.

Lot Information

Lot 1

The Council is intending to use a bespoke procurement approach, in compliance with Regulation 76 of the Public Contracts (Scotland) Regulations 2015, which permits a contracting authority to determine the procedure that is to be applied in connection with the award of a contract, which shall be at least sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators. The Council has determined that this bespoke procurement approach "PSA" is the best way to procure Care at Home services for individuals within its Council area, whilst also meeting its responsibilities under the Social Care (Self Directed Support) (Scotland) Act 2013. The PSA will allow new providers to be appointed throughout the duration of the PSA, which is not possible if a standard Framework was used, and will also allow both Direct Awards and Mini Competitions.
