This is a 10.5 month extension (until 31 March 2022) to the Support to the Establishment of Public Financial Management Systems in the Emerging Federal States of Somalia Programme that will continue to deliver technical advice, training, grant management and IT systems support to help establish and consolidate public financial management systems in the emerging Federal States of Somalia.

Contract Amendment 6 - This further 10.5 month extension until 31 March 2022 will enable FCDO to continue to lay the foundations for a public resource management system in Somalia that will enable the provision of core state functions. This will be the final contract amendment and no further extensions will be permitted. Additional information: Contract Amendment 1 - was issued to reflect on the changes of personnel and split of day rates. Also to reflect the reduced financial limit from 13,890,924.00 GBP down to PS13,766,953.99 due to a reduction in personnel and the addition of Programme expenses Contract Amendment 2 - was issued to reflect on the changes in key personnel, defining milestones, up-date of Terms and Conditions with the October 2017 version and a budget realignment with no change to the overall financial limit. Contract Amendment 3 - was issued to reflect on the changes in key personnel and milestones with no increase to the financial limit. Contract Amendment 4- was issued to reflect on the changes in key personnel, defining of Year 3 milestones, and a budget realignment with no change to the overall financial limit Contract Amendment 5 - extended the end date of the contract to 10 May 2021 and added 3,222,582.59 GBP to the financial limit bringing the contract financial limit to PS16,989,536.53.
Procurement Information
The Public Resource Management in Somalia (PREMIS) Programme (2016-2022) has continued to support the development of public financial management and domestic revenue mobilisation at various levels (Federal Government of Somalia, Federal Member States of Somalia and in Somaliland). The Programme aims to lay the foundations for a public resource management system in Somalia that will enable the provision of core state functions. The Programme has four components, and support to Establishment of Public Financial Management System in the Federal States of Somalia is one of these. This contract was originally issued in November 2016 for a period of 42 months. A 12 month extension was agreed until May 2021 in May 2020. FCDO now intends to issue a further 10.5 month extension until 31 March 2022. The primary objective of this time extension is to allow critical work on Public Financial Management in the Federal Member States (especially to support Somalia manage the impact of COVID-19) to continue and enable the full achievements of Programme outputs. This extension will be delivered within a reduced overall contract budget. Unspent funds within the current contract ceiling will be used to finance this time extension. The extension will seek to: (i) Continue to support Somalia to manage the impacts of the COVID-19 crisis, deliver work which was delayed given the disruption of COVID-19 in 2020, and enable Somalia to stay on track in the debt relief process (under the Heavily Indebted Poor Countries Initiative), which the UK champions. (ii) Allow sufficient time to design and mobilise the successor Programme with minimal or no gap between the two Programmes. (iii) Align this contract end date with the overall Programme end date and provide time for the full delivery of outcomes, given the disruption of 2020. The Programme end date was amended to allow more implementation time to minimise impacts which may be experienced as a result of implementation gap between the current and the successor Programme. (iv) The amendment will reduce the contract ceiling from 16,989,544.85 GBP to 16,665,884.33 GBP
