Summary of the contracting process

The procurement process involves a Framework Agreement for the Placement of Children and Young People with Independent Fostering Agencies, initiated by Southampton City Council and supported by twelve other local authorities including Portsmouth City Council and Oxfordshire County Council. This tender, categorised under welfare services for children and young people (CPV Code: 85311300), focuses on improving placement choice and quality for children in care by collaborating with high-quality independent foster care providers. The current stage of the procurement is complete, with contracts awarded on 26 March 2021, for various lots, including placements for children aged 0-4, children with disabilities, and parent and child placements.

This tender presents significant opportunities for businesses engaged in offering fostering services, especially for small to medium-sized enterprises (SMEs) that can demonstrate a capacity for high-quality care. Companies with specialisations in welfare services for children and those experienced in collaboration with local authorities will be particularly competitive in meeting the councils' needs. The tender not only emphasises quality but also seeks partnerships that enhance placement options, indicating a market ripe for growth and innovation in foster care services.
