Summary of the contracting process

Transport for London has awarded contracts for the Specialist Track Labour Framework, involving the procurement of specialist labour for track maintenance services within the London Underground. This framework, classified under services with CPV code 79623000, includes roles such as COSS, carpenters, construction managers, and various rail stressors. The framework is structured to last three years, with optional extensions up to five years. The procurement process used was a selective, negotiated procedure with prior competitive calls, covered by GPA regulations. Contracts were signed on 23rd September 2025 and allocated equally among three suppliers, namely Cleshar Contract Services Limited, Morson Human Resources Limited, trading as Morson Talent, and 1stinrail Limited. The location of service delivery is within the UK, specifically centred around London (region UKI).

This procurement offers significant growth prospects for businesses engaged in supply services of commercial or industrial workers, especially those specialising in rail industry roles. The structured annual contracts provide stability and long-term opportunities for suppliers experienced in managing and deploying specialist labour. Companies involved in areas such as construction, rail maintenance, or related sectors are well-suited to compete, enhancing their expertise and establishing stronger relationships with government transport bodies. As this tender aligns closely with the stringent requirements of technical, health and safety, and strategic labour training, it is particularly beneficial for firms already operating under the necessary regulatory and industry standards.
