UK Tobacco Track and Trace system SR464477442
Notice Description
HMRC intend to award a concession contract to a single supplier for the United Kingdom's tobacco tracking and tracing system under the World Health Organization Protocol to Eliminate Illicit Trade in Tobacco Products. The UK has a current supplier who provides the services required to enable the continued tracking and tracing of tobacco products manufactured in or imported into the UK. Our current contract for this provision expires on 30th June 2022 and we are seeking a supplier to deliver this solution from 1st July 2022. The purpose of this Prior Information Notice is to alert interested parties and invite potential suppliers to a virtual engagement event on 14th June 2021.

The UK ratified the WHO Protocol to Eliminate Illicit Trade in Tobacco Products in 2018. The Protocol requires parties to implement a traceability system for tobacco products manufactured in or imported into their territory, taking into account regional specific needs and available best practice. The UK has a current supplier who provides the services required to enable the continued tracking and tracing of tobacco products manufactured in or imported into the UK. HMRC have a contract to deliver this system until 30/06/22 and will run a procurement exercise to ensure a system is in operation from 01/07/22. The intention is to award a 5 year agreement. The provider's main responsibilities will be to deliver a: -ID issuer service, to ensure tobacco products manufactured in or imported into the UK are marked with a unique identifier -Data repository and router to store data relating to products and which is accessible to HMRC. Other services may be required as we continue to define the requirements during the tender process. Additional information: Suppliers interested in this opportunity will be invited to virtually attend a supplier event on 14th June 1pm - 3pm. At this event, there will be a presentation providing an overview of the requirements and HMRC's procurement plan. There will also be opportunity for follow up questions. The event will help potential bidders understand the complex technical requirements for providing a UK tobacco traceability system. Input from attendees will also help HMRC set out the detailed requirements in the technical specification and other documents.
