Community Justice Learning (formerly Probation Qualification)
Notice Description
The Professional Qualification in Probation (PQiP) is the mandatory training route for all Probation Officers that are employed by the Probation Service (which forms part of Her Majesty's Prison and Probation Service) across England and Wales. The Offender Management Act 2007 s10 sets out the Secretary of State for Justice's right to publish guidelines about qualifications, experience or training required to be a Probation Officer, and obligation to publish these guidelines in relation to those undertaking Sentence Management work. With effect from 1 April 2016 and as set out in statutory guidelines, all Trainee Probation Officers must undertake the Professional Qualification in Probation to qualify and perform the work of a Probation Officer. In light of the unification of the new Probation Service and the new Target Operating Model for Probation, the time is right to review the PQiP. The PQiP as delivered currently (pursuant to the Community Justice Learning (CJL) Matrix - available as an annex) is a blend of: * academic modules at Level 6 (and any required academic modules at Level 5 (as applicable)) to be delivered by the Contractor, * a Vocational Qualification at Level 5 delivered by the Authority; * and In- business Learning delivered by the Authority. Work is underway within the Probation Service to review the PQiP. Any reforms to the Professional Qualification in Probation will still result in academic modules being delivered at Level 6. We anticipate that there will be large elements of the training scheme that will continue to be delivered by the Authority as trainees learn "on the job". It is the academic qualification at Level 6 (and any foundation/access modules) that we will be contracting for via this opportunity. The Authority will conduct market engagement in June 2021 to inform service and contract design. Details regarding the initial market engagement can be found below; additional events may be publicised in due course. "description": "The services within scope of the Authority's anticipated requirements are listed within Schedule 3 of the Public Contracts Regulations 2015 (PCR) and so pursuant to Regulation 74 of the PCR will be subject to the light touch regime under which the Authority is not obliged to comply with the full requirements of the PCR.
