Summary of the contracting process

The procurement process led by Westminster City Council involves the planned redevelopment of the former Carlton Dene residential care home site into an extra care scheme aimed at providing social rent housing for older individuals. This initiative is part of their long-established Specialist Housing Strategy for Older People (SHSOP) and also includes the redevelopment of the adjacent Peebles House, which will comprise 22 family units for social and intermediate rent. The procurement is classified under 'sheltered housing construction work' and is currently at the planning stage, with the future notice date set for 26 August 2022.

This tender presents significant opportunities for businesses in the construction and social housing sectors, particularly those experienced in sheltered housing projects and social care facilities. Companies that can demonstrate relevant experience and a commitment to delivering quality housing solutions will be well-suited to compete for this project. Additionally, firms that possess innovative approaches to construction and housing management may find this as a prime opportunity for collaboration with the council to enhance living options for the elderly population in London.

Notice Description

As part of a long-established Specialist Housing Strategy for Older People (SHSOP), Westminster City Council is committed to improving the variety and quality of options available for older people who can no longer go on living independently. The council intends to make available the site of its former residential care home, Carlton Dene for the development of an extra care scheme for social rent. The closure of the care home was made possible by the Council's development of a brand-new home nearby which opened in Autumn 2020. To minimise disruption for neighbours and provide potential economies of scale in construction, redevelopment of Peebles House an adjacent general needs block comprising 9 units is currently included in the development project. It is envisaged that the site will form a single construction project, but that future management of Peebles House will remain with the Council, unless a future partner has relevant general needs experience and wishes to make a value for money offer to manage both schemes. The redeveloped Peebles House will comprise 22 family units for social and intermediate rent.

Responding to the questionnaire does not confer any advantage or disadvantage to organisations in respect of any future procurement exercise that may take place. Additional information: This market testing is a follow up to one conducted in 2020. The responses received to that exercise have helped the Council to review its previous approach which we now want to test further with the market. We are keen that our final delivery strategy is informed by your experience and expertise so are seeking as much detailed feedback as you feel able to provide by completing the questionnaire
