Summary of the contracting process

The Royal Borough of Greenwich is undertaking a public procurement process titled "Learning Disabilities with Accommodation Additional," focusing on social work and related services, specifically residential care for adults with learning disabilities. The procurement is currently in the Award stage, with two contracts directly awarded to Choice Support Ltd for a total value of £1,925,783, covering a duration from July 2021 to March 2022. The contract locations are based within the borough of Greenwich, with decision-making influenced by extreme urgency due to ongoing lease disputes and the need for continuity in service delivery. Key contact information for the Royal Borough includes Mr Michael Glasspool, who can be reached at +44 2088548888 or michael.glasspool@royalgreenwich.gov.uk.

This tender presents a significant opportunity for businesses in the social care sector, particularly those specialised in residential care services for individuals with learning disabilities. Given the nature of the contracts awarded without competition due to unavoidable circumstances, potential competitors should focus on demonstrating experience in care delivery and an understanding of the regulatory landscape. As the council aims to reshape the local learning disability market and will consult on new procurement opportunities in the upcoming calendar year, this could lead to further tendering opportunities for SMEs and specialists in health and social services.

Procurement Information

These contracts are being awarded without competition because the council been unable since to bring the services to market due to an ongoing lease dispute. The covid-19 outbreak has severely delayed the Health and Adult services improvement and modernisation programme and the need to reshape the service. In addition, due to the nature of this service, the council is obliged to ensure service delivery continuity therefore is making the direct award to fulfil its statutory obligation. Consequently, it is proposed that these contracts are awarded to Choose Support Ltd for 9 months pending a fresh tender exercise. The council intends to consult with the Learning Disability market over the coming months and the aim is to exercise a new procurement in the new year.
