"rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The reasons for the modification are consistent with the grounds in Regulation 72(1)(c) of the Public Contracts Regulations 2015, as all of the following conditions are fulfilled: i. the need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen. It had a greater requirement for services under the Framework than originally expected (the COVID-19 pandemic created a need to urgently procure additional services/supplies). ii. the modification does not alter the overall nature of the contract. The overall nature of the framework agreement is unaltered; the number of lots, economic operators and subject matter of call-off contracts are all the same as before. iii. increase in price does not exceed 50% of the value of the original contract or framework agreement (the overall value increases from PS110m to PS157.5m, Lot 1 increases from PS95m to PS142.5m, Lot 2 and 3 remain the same at PS7.5m each)"
