Summary of the contracting process

The City of London Corporation, a regional authority, recently completed a tender process for "The Provision of a Support Service for Carter Lane," aimed at providing a 24-hour support service for rough sleepers as part of their COVID-19 Recovery Project. This procurement, classified under health and social work services, employed an open procedure method and was planned for a contract duration of three months, commencing from 1st October 2021 through to 31st December 2021, with a total estimated value of £230,000. Although the opportunity is now closed, the procurement adhered to provisions under the Light Touch Regime, allowing for specific operational flexibilities compared to standard regulations.

This tender presents significant opportunities for organisations specialising in community support services, particularly those experienced in working with vulnerable populations such as rough sleepers. Businesses that can provide comprehensive, adaptable support solutions, including housing assistance and outreach services, would have been well-suited to compete for this contract. The ability to deliver a robust support service within a quick timeframe and understand the complexities associated with homelessness and COVID-19 recovery would be critical for potential suppliers in this sector.
