Summary of the contracting process

The Westminster City Council has awarded a contract for the "Residential & Funded Nursing Care Services" to GCH (Alan Morkill House) Limited, following a tender process which was initiated earlier this year. This procurement falls under the social work services with accommodation category, specifically aimed at enhancing care for older individuals with physical and cognitive needs in Westminster. The contract became effective on 15th July 2021, with a value of £7,098,000, and is set for an initial period of 12 months, allowing for extensions of up to six months. The procurement method used was a limited award process without prior public competition due to the urgent need for service continuity following challenges faced in a previous tender attempt.

This contract presents significant opportunities for businesses in the social care sector, particularly those with expertise in residential and nursing services tailored for elderly populations. Companies that specialise in providing care services, especially those capable of managing facilities that support both physical and mental health conditions, would be well-positioned to engage with Westminster City Council in future procurement initiatives. As further market engagement is planned for summer 2021, it is an opportune time for businesses to position themselves for participation in upcoming tenders related to care services in the region.

Lot Information

Lot 1

An open procedure procurement has recently been conduced to tender the services provided within Beachcroft care home. The ITT was published on 25 January 2021 and closed on 15 March 2021 following two timescale extensions to allow the market more time to respond and following changes in TUPE information. Following the evaluation stage, the Authority considered that the tenders submitted did not demonstrate best value as the commercial aspects were not viable when assessed against the budget allocated by the Authority. A direct award of Contract is required to ensure and secure immediate continuity of essential services to vulnerable residents from 17th June 2021. The contract will be for an initial period of 12 months with the option to extend for two further periods of 3 months (12+3+3). A new procurement exercise is being developed by council officers and further market engagement will be conducted in summer 2021 to understand the current market appetite, help shape the service model, and determine appropriate timescales for issuing a revised ITT as the market recovers from the impact of COVID.
