The Support Chain Information Team (SCIS) within Defence Equipment and Support (DE&S) is preparing to initiate a competitive procurement process to award a contract for a new Joint Equipment Maintenance Management Application (JEMMA). JEMMA will replace the JAMES capability currently provided. JEMMA will provide an intuitive and powerful Management Information System (MIS) through a managed service, that delivers a range of tools delivering a true through-life management capability for the millions of military equipment assets used by the UK Armed Forces. JEMMA will be relied upon by the Ministry of Defence and their supporting contractors to rapidly identify the location, quantity, configuration and mission-readiness of all its land-based equipment, and increasingly those supporting operations at sea. This system will be key in the management of equipment activity and tasking with detailed focus on through life maintenance activities, as well as connecting the supply chain and other MOD logistics systems on which the UK's Armed Forces equipment rely. JEMMA must be able to support rapid, insightful and cost-effective decision making to ensure the sustainment of UK defence global operations.

All workflows and processes embedded in JEMMA must ensure that MOD will remain compliant with the complex and dynamic legislative and regulatory requirements imposed by safety or environmental considerations. b. JEMMA must be able to communicate and share real-time information with other MOD & International maintenance and logistics management systems. It will also include a deployed capability that enables remote formations and units to operate independently around the world for extended periods, whether on exercise or operations. This deployed capability will provide the necessary information system functionality to the disconnected expeditionary force where normal infrastructure is not available. It must be designed to be scalable and able to be operated disconnected from the main JEMMA Servers. c. The underlying operating system of JEMMA will need to intuitive to use and incorporate and reference data from the current engineering and asset management system to deliver the required functionality and asset management capabilities. d. JEMMA will need to provide the high-quality, assured information required by the UK National Audit Office (NAO) in its audits of MOD assets and how they are managed. 4. Procurement Timescales & Contract Value. The Authority anticipates issue of Contract Notice and Supplier Selection in January 2022 with the issue of an invitation to negotiate in April 2022. The current estimated value range of the Contract is between PS20M-PS100m (cat C). 5. Industry Day. Prior to initiating the procurement, the Authority intends to hold an Industry Day on 29 September 2021 at the MOD site at Boscombe Down. Attendance is by application only and full details of the process to be followed will be published in a subsequent notice that shall be published in August 2021. The Authority is also exploring the feasibility of conducting one-to-one sessions following the Industry Day to afford suppliers the opportunity to demonstrate the capability of their potential solutions. Please note that non-participation in either the Industry Day or the parallel one-to-one preliminary market consultation exercise shall not prevent any supplier from subsequently expressing an interest to response to the Contract Notice and PQQ. 6. A Market Information Pack was made available to suppliers who responded to the Request for Information reference SCIS/RFI/001 published on 1 October 2020 which provided further details of the scope of this complex requirement and its associated Business Processes (at that time).
