Summary of the contracting process

The Royal Borough of Kensington and Chelsea, in partnership with Westminster City Council, has awarded the "Age UK Older People’s Preventative Services Contract" to Age UK Kensington & Chelsea. This tender focuses on providing a range of residential health facilities services aimed at supporting older residents, particularly those who are isolated and vulnerable. The contract, valued at £975,370, was signed on 19th July 2021 and covers an initial period of 18 months, with an option to extend it for an additional six months. This procurement was carried out through a limited process, having been determined necessary following a service review and pandemic-related adjustments, ensuring continuity of care for the ageing population in the Royal Borough of Kensington and Chelsea.

This contract represents a significant opportunity for businesses that deliver health and wellbeing services, especially those with a focus on preventative care for older adults. Companies specialising in community support, exercise programme facilitation, and mental health services would particularly benefit from this procurement, as they can contribute to reducing social isolation and improving health outcomes. Additionally, service providers capable of showing adaptability in response to evolving client needs, especially those shaped by recent pandemic challenges, will find an advantageous position in future tenders related to these vital community services.

Notice Title

Age UK Older People's Preventative Services Contract

Notice Description

The Integrated Commissioning Department of the Royal Borough of Kensington and Chelsea and the City of Westminster have awarded a contract to Age UK Kensington & Chelsea for the provision of an RBKC Older People's Preventative Service.

Lot Information

Lot 1

The overall aim of the Older People's Preventative Service is to enable older residents of the Royal Borough of Kensington and Chelsea (RBKC) particularly those who are isolated, excluded and vulnerable to access services that enable them to live independently with improved health and wellbeing. The service will aim to ensure service users enjoy a good quality of life in their local community by having access to a range of services which aim to reduce the risk of social isolation and support the delivery of services which target the modifiable risk factors for dementia (depression, social isolation, lack of physical activity). The service shall help meet key public health outcomes including health related quality of life for older people (e.g. combating anxiety and depression), reducing excess deaths in winter through supporting food and fuel poverty initiatives and reducing hip fractures through exercise and mobility fracture prevention. The programme shall be delivered in four ways: 1) Older People's Main Preventative service ('Main service') will incorporate the following elements: * Exercise Provision - Community exercise sessions & exercise for the mind sessions * Health Promotion Activity * Travel Mentoring/Escorting * Intergenerational event & activities * Shopping Support * Small DIY Support * Befriending 2) Information and Advice ('I&A') service 3) Dementia 1:1 support service 4) Carers Alliance Service (CAS) The contract will be for an initial period of 18 months at a cost of PS731,452, with the option to extend for a further 6 month period at a cost of PS243,817. During this term, services will be redesigned following significant changes caused by the pandemic, and a competitive procurement exercise will be undertaken for future service provision which continues to meet the needs of residents.

Options: The Authority at its absolute discretion can extend the contract period from 18 months for a further period of 6 months. The maximum contract term is two (2) years. The contract value includes the 6 month extension option for The Royal Borough of Kensington & Chelsea.

Procurement Information

A service review was carried out in 2019 with the intension to conduct a procurement exercise for services commencing 1st April 2021. These services required AUKC to deliver a range of face to face services, however due to restrictions imposed by the pandemic these were no longer suitable options. Instead commissioners worked with AUKC to develop a hybrid model to ensure continuity of services within government guidelines. There were also capacity issues with a number of providers likely to bid. Continuing with a procurement exercise would have put increased pressure on a number of local providers when responding to the pandemic and a procurement exercise. During this extension period, commissioners will work to understand the lessons learned from the pandemic, and how newly commissioned services can continue to reduce health inequalities accentuated by the pandemic and associated lockdowns, and demand on ASC and PH services. The intention is to update the service review previously completed and redesign services across the Older People's Preventative portfolio. Findings from this exercise will inform the procurement strategy and approach taken to reprocuring older people's preventative services within The Royal Borough of Kensington & Chelsea and the City of Westminster in the most streamlined and cost effective way. The updated service review will consider various options for service design such as borough-specific models, bi-borough models, targeted vs more generic models, and the integration of services across the Older People's Preventative portfolio. Following this a competitive procurement exercise will be carried out.
