        "procurementMethodRationale": "A service review was carried out in 2019 with the intention to conduct a procurement exercise for services commencing 1st April 2021. These services required Open Age to deliver a range of face to face services in addition to a tele-befriending service, however due to restrictions imposed by the pandemic these were no longer suitable options. Instead commissioners worked with Open Age to develop a hybrid model to ensure continuity of services within government guidelines. There were also capacity issues with a number of providers likely to bid. Continuing with a procurement exercise would have put increased pressure on a number of local providers when responding to the pandemic and a procurement exercise. During this extension period, commissioners will work to understand the lessons learned from the pandemic, and how newly commissioned services can continue to reduce health inequalities accentuated by the pandemic and associated lockdowns, and demand on ASC and PH services. The intention is to update the service review previously completed and redesign services across the Older People's Preventative portfolio. Findings from this exercise will inform the procurement strategy and approach taken to reprocuring older people's preventative services within The Royal Borough of Kensington & Chelsea and the City of Westminster in the most streamlined and cost effective way. The updated service review will consider various options for service design such as borough-specific models, bi-borough models, targeted vs more generic models, and the integration of services across the Older People's Preventative portfolio. Following this a competitive procurement exercise will be carried out."
