Summary of the contracting process

The Maritime and Coastguard Agency is initiating a planned procurement process for the provision of Emergency Towage Vessel (ETV) services in the UK. The contract, valued at £100 million, focuses on anti-pollution ship services and aims to establish a fleet of three ETVs stationed in key locations: the north/northwest of Scotland, Dover Straits, and the South Western Approaches. This procurement is currently in the planning stage, with a future notice expected on 31 March 2022. The services provided by the ETVs will include emergency towage response to prevent maritime incidents and pollution.

This tender presents significant opportunities for maritime service providers, particularly those specialising in emergency towing, anti-pollution, and related maritime operations. Companies with capabilities in deploying multi-purpose response vessels, firefighting, and hydrographic survey support would be well-positioned to compete for this contract. Given the scale of the contract and the strategic importance of maintaining maritime safety, this procurement could drive considerable business growth for suppliers in this sector.

Notice Title

Provision of Emergency Towage Vessel (ETV) Services for the UK.

Notice Description

Procurement of a 3 x ETV managed service for the UK to provide emergency towage response coverage for the north/northwest of Scotland, Dover Straits and the South Western Approaches.

Lot Information

Lot 1

The required ETVs must be multi-purpose response vessels capable of towing disabled ships, with towage capabilities ranging from 150t-220t bollard pull. Their primary role will be to reduce the risk of pollution by intercepting ships which have become disabled before they ground or collide with other ship traffic and towing them to a safe haven. The ETVs will also have a number of secondary duties including (but not limited to) firefighting, counter-pollution, hydrographic survey support and basic salvage operations. They will also be used to standby a disabled vessel in case the problem on board cannot be rectified and towage intervention might be required, and to act as a guard vessel to warn other shipping if an incident is in a shipping lane. Additional information: The contract will be for a period of 8 years and the MCA reserve the right to split the tender requirement into Lots.
