Commercial Exploitation of Transport for London's Common Operational View and Incident Management System (COV IMS)
Notice Description
TfL is currently developing its Common Operational View and Incident Management System (COV IMS). This development is being undertaken by TfL with the support of an external delivery partner (Sopra Steria) and is due to complete in 2022. In summary COV IMS will deliver the following: * the ability to process new streams of data to improve demand management and disruption identification; * the capability to monitor and deliver strategic control of the road network, increasing the focus on sustainable modes of travel in line with the Mayor's Transport Strategy; * improved information to stakeholders and customers, including variable message signs (replacing the Pinpoint LDIS UI), and information passed through TfL open API interfaces; * replacement of TfL's current Traffic Information Management System (TIMS) with a new incident management system; and * a user interface for the SITS applications (Common Operational View). TfL has full ownership of the intellectual property for COV IMS and is approaching the market to understand the options for commercially exploiting this software.

TfL is seeking information from the potential market of suppliers able to commercially exploit this TfL owned software on TfL's behalf. Interested suppliers will be able to view and respond to a Market Sounding Questionnaire (MSQ). TfL is issuing this PIN to invite responses from the market, with a view to gaining a better understanding of different commercial approaches to a potential future arrangement for exploitation, as well as understanding the scale of the opportunity for exploitation. This MSQ is a standalone exercise intended to inform TfL as described above. As such, it does not form part of any procurement process. This MSQ should not be read as committing TfL to carrying out a procurement process. TfL reserves the right but is not obliged to carry out a procurement process in the future. If TfL were to decide to hold a procurement process for the purposes of this or any related opportunity then the market will be informed accordingly, including via a notice on Find a Tender (https://www.find-tender.service.gov.uk/Search). For the avoidance of doubt, if TfL carry out a procurement process, any responses to this MSQ will not be considered as part of any pre-qualification or tender stage. Additional information: This MSQ is a standalone exercise intended to inform TfL as described above. As such, it does not form part of any procurement process. Please see section II.2.4 of this PIN and the MSQ for further details.
