Procurement Information

Negotiated without a prior call for competition *Extreme urgency brought about by events unforeseeable for the contracting authority The arrangement to be entered is an arrangement that establishes and implements cooperation between contracting authorities as set out in regulation 12(7)(a) PCR 2015, with both contracting authorities' objectives being to carry out their duty by ensuring that the activities (including IT support) are provided in a manner that maximises efficiencies and improvement of service delivery. Cooperation between them will allow for a larger support resource with broader technical skills and facilitate the sharing of ideas and developments, which will go on to improve the service provided. The proposed arrangement is governed solely by public interest considerations (regulation 12(7)(b)), with standard platforms & tools being shared to enable the full depth of technical expertise to be exploited, the distribution of knowledge, resources and experiences to be utilised to deliver service improvements and transformation opportunities across shared services. This, therefore, provides a better quality of IT provisions for the school, and better delivery of their duties through being better supported by better IT systems. The activities in question are not performed by the contracting authorities on the open market, thereby meeting the test in regulation 12(7)(c).
