Full tender document with all conditions can be found at https://www.chalfontstpeter-pc.gov.uk/projects/cheena-meadow-playground-project/ Works and Standards The work is for the design and redevelopment of Cheena Meadow playground. This includes the supply and installation of appropriate groundworks, safety surfacing and play equipment. The contractor is also responsible for the removal of designated existing equipment, as agreed with the Council. Specified equipment is to be retained. All works should comply to the British and European Standard for playground equipment and surfacing BS EN 1176. The contractor will be responsible for organising an independent post-installation inspection and rectifying any issues identified at their own cost. Health and Safety The contractor must comply with all relevant health and safety regulations and is responsible for securing the site during construction, including the use of fencing where appropriate. The contractor is also responsible for securing their equipment on site. The Council will not be held liable for any loss or damage to equipment or injury to members of public during construction. The Parish Council is acutely aware that playground inspections routinely highlight an inability to fully inspect the structural integrity of play equipment, especially those elements that are below ground level. Whilst any failure of such components would be covered under the warranties supplied by the manufacturer the Parish Council would welcome guidance on the monitoring and maintenance of any such decay post warranty. Insurance The successful contractor must have the following cover in place: * Public Liability Insurance of no less than: PS10 Million * Product Liability Insurance of no less than: PS5 Million * Employers Liability Insurance of no less than: PS5 Million * Professional Indemnity Insurance of no less than: PS1 Million Evidence of this cover must be provided at the initial quotation stage. Additional Documentation A Schedule of Works with a commencement and completion date and a Risk Assessment and Method Statement must be provided prior to work commencing. 5. Specification of Works Cheena Meadow is a well-used playground located between the Garden of Rest and Robertswood School on Denham Lane, Chalfont St Peter. The current playground consists mostly of ageing metal equipment with wet pour safety surfacing. Much of the equipment and surfacing is beginning to show signs of wear and is in need of replacement. Although the playground currently contains a wide range of equipment, it lacks a cohesive design and the Council is seeking to include more exciting play equipment that caters to children between 1 and 12 years of age. Equipment to be retained includes space trainer spinner and possibly the swings (TBC). There is currently a good range of equipment for primary school aged children. There is a desire to replace the most popular equipment with a like for like comparison and also add in some more imaginative and fun pieces as required. We would like to add a couple of multi-play units that include sensory/interactive elements and if possible some degree of accessibility for children with disabilities. The challenge is to design a playground that caters to all age ranges with stimulating pieces that children are excited to use. Materials The Parish Council are willing to consider equipment made of different materials e.g. wood, plastic and metal pieces. However, due to the heavy use of the playground, equipment must be robust and vandal-proof. The Parish Council also wishes to include appropriate safety surfacing to deliver a cohesive play experience. Any specified material must be hardwearing and offer longevity and be cost effective. The Parish Council believes bonded rubber mulch would be a preferred option however, other options will be considered. Environmental Considerations The Parish Council are environmentally aware and is interested in reducing carbon emissions and mitigating its impact on the environment wherever possible. Applicants that can demonstrate environmentally friendly policies with regard to the manufacture, recycling and disposal of equipment will be looked on favourably. List of minimum play equipment required. Cradle Swings - Two swings for younger children Flat-bed swings - Two swings for older children Pre-school/Toddler multi-play unit - The piece should be exciting and challenging, aimed mainly at children 1-5yrs and should include some of the below: slide(s), walkways/bridges, tubes/tunnels, climbing wall, climbing ropes, fireman's pole base area accessible to younger children/wheelchair users with interactive elements. Junior school multi-play unit-The piece should be exciting and challenging, aimed mainly at children 5-12yrs and should include some of the below: slide(s), walkways/bridges, tubes/tunnels climbing wall, climbing ropes, fireman's pole, base area accessible to younger children/wheelchair users with interactive elements. Balance area - Stepping pods and balance beam to assist children's co-ordination and balance Springy - 1 x 4 way springy see-saw Trampoline - Small ground level trampoline(s) Surfacing - Environmentally friendly and cost-effective safety surface Pathways - Accessible for wheelchairs/pushchairs Seating - 2 picnic tables to be placed around the equipment, which are wheelchair accessible. Disposal - The removal and disposal of all equipment, excluding: space trainer spinner. An email or electronic transfer of all the above responses should be sent by the tenderer submission deadline to clerk@chalfontstpeter-pc.gov.uk by Monday 20th September 2021. Hard copies should also be sent to the Parish Council Office, Gravel Hill, Chalfont St Peter, Buckinghamshire, SL9 9QX..
Options: It is envisaged that the project will finish by the end of March 2022 however, the Council are aware of the implications on businesses due to COVID and are sympathetic to the issues and will allow a small extension if required for this reason only.
