Notice Description

This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved PREMIS 2 will support stability in Somalia by deepening fiscal federalism and increasing accountability of public resource management. This will be achieved by: i) strengthening domestic revenue mobilisation, in particular customs policy and administration at major ports ii) further enhancing public financial management (the ability to manage and spend revenue) and strengthening the civil service, with a focus on women in government, in the Federal Member States iii) Supporting macroeconomic and fiscal policy i.e. income tax policy. The delivery of reforms in these three areas underpin Somalia's completion of the debt relief process under the Heavily Indebted Poor Countries initiative (HIPC).
