Notice Description

The Authority is seeking accommodation services in the West Midlands for people on probation and is seeking to launch a competition using the Probation Services Dynamic Framework. We are seeking at least 50% single units and up to four-bed houses of multiple occupancy (HMOs), with a view to converting at least 35% of them into assured shorthold tenancy agreements. People on probation should be supported for up to 56 nights or, in the alternative, receive assistance in their rent deposit (or any outstanding rental arrears) where this poses a barrier to being accommodated. This also includes emergency accommodation. This PIN is simply to invite potential bidders to provide information by way of a Request for Information form which can be obtained by e-mailing the probationdynamicframework@justice.gov.uk. This contains three very brief questions but will be instructive in our deciding whether or not to go to tender.

The Authority is seeking to procure accommodation services in the West Midlands region, suitable for people on probation (both in the community and prison leavers) who would otherwise be homeless. We are seeking at least 50% single units and up to four-bed houses of multiple occupancy (HMOs), with a view to converting at least 30% of them into assured shorthold tenancy agreements. People on probation should be supported for up to 56 nights or, in the alternative, receive assistance in their rent deposit (or any outstanding rental arrears) where this poses a barrier to being accommodated. This contract will play a role in meeting government ambitions to eradicate homelessness and to meet local authority statutory duties under the Homelessness Reduction Act 2017. There should be capacity to provide emergency accommodation within 24 hours of release (in other situations, at least 48 hours prior to release).These services should be provided in locations across the West Midlands regions; however, supporting people on probation to remain in their local authority area is a priority. Regardless of accommodation type or arrangement, the Provider will need to comply with the Charter of Rights and Quality Standards for exempt housing; ensuring accommodation is safe and suitable. The Authority envisages that the Provider engages in a responsive and collaborative partnership with, amongst other entities, Probation services, the police, Commissioned Rehabilitative Services (CRS) providers and local housing associations. At present, the Authority seeks for these services to commence in October 2021 with an end date of March 2022 (with a potential to extend, depending on budgetary needs which will be assessed closer to contract termination). The estimated value of this contract has yet to be determined. Please note, the procurement will be conducted through the Probation Services Dynamic Framework (PSDF). Only Providers who have submitted a PSDF SQ and qualified onto the PSDF under DF.01 Accommodation will be invited to bid.
