Notice Description

NHS Devon will transit to becoming an Integrated Care System (ICS) on the 1st of April 2022. NHS Devon will work in partnership through a Section 75 Agreement with the Local Authority Devon County Council to commission NHS transport . The current Non-Emergency Patient Transport Service (NEPTS) contract ends on the 28th May 2022. In August 2021 the final report of the national review of NEPTS and Patient Eligibility was published. Reflecting the above NHS Devon and Devon County Council will be re-procuring NEPTS contracts to implement a new service effective from 29th May 2022. The new model will be based on the interim review report and consultation.This means: Delivering a new model of types of transport The potential for changes as a result of the current national consultation delivering a different outcome than the indicative report. This procurement will take place through the Dynamic Procurement System (DPS) managed by Devon County Council. PCV Contracted transport

In line with National indications the procurement will be in four lots in two main headings: Heading 1 - Specialist Services - Must be CQC Registered and Inspected: H 1: Lot 4: Tender 1: Qualified Crew ambulance A service, to deliver sub-999 transfers, Inter-Facility Transfers (IFT) both local and long-distance e.g, a cardiac inpatient in a Devon hospital transferred to a London Acute as part of a planned pathway of treatment. This will run a core service of 7-days a week nominally 10am to 8pm with higher levels of capacity midweek than skeleton cover at the weekend. Some journeys may need to vary the core hours. Qualified to cover FREC 4 - Paramedic. H 1: Lot 4: Tender 2: NEPTS-PLUS service, A new concept of NEPTS based on a cohort of patients that require more than standard NEPTS. The specification is for an enhanced level of equipment on board the vehicle and enhanced training to utilise the equipment to manage: Specialist manual handling including: o Bariatric and access to Super-Bariatric equipment o Complex manual handling e.g. extraction from difficult access when "off-legs" for access to healthcare. Higher levels of oxygen usage without clinical input e.g. acute discharge on 15 ltrs going to home or hospice. Management of patients requiring a NEW-Score transferring Basic Management of airways Crews do not need to be formally qualified but will require a bespoke level of certification to use the equipment on the vehicle. As a new model of delivery, the NHS Devon and Devon County Council will work with bidders in the development of this, within an agreed timescale. H 1: Lot 4: Tender 3: Mainstream NEPTS - Stretcher/Wheelchair, A standard Mainstream NEPTS service taking patients who require simple manual handling, e.g. movement from a wheelchair to a carry-chair for access up or down stairs and then back into a wheelchair. This service will also take complex dementia, with passengers who may exhibit disinhibited or aggressive behaviour Heading 2: Non-Specialist Services - No need/Optional for CGC registration/inspection: H 2: Option of Lots 1, 2 and 4: Tender 1: Mobility and Support Transport: this lot will cover a wide range of vehicle types including multi-seat vehicles Wheelchair Accessible Vehicles (WAV), and cars. Generally, two-person crews, but not always, this service will be for users who: Are living with a disability but temporarily unable to use their normal disability adapted vehicle. Have a cognitive problem e.g. low-level non-complex dementia, that makes it unsafe to travel on public transport. Are unable to complete the whole journey by public transport due to issues of timings or distance. In some cases, it will not be the entire replacement journey but linking in with Public Transport hubs to facilitate use of public transport. Frequent attenders to services.                 "description": "In line with National indications the procurement will be in four lots in two main headings: Heading 1 - Specialist Services - Must be CQC Registered and Inspected: H 1: Lot 4: Tender 1: Qualified Crew ambulance A service, to deliver sub-999 transfers, Inter-Facility Transfers (IFT) both local and long-distance e.g, a cardiac inpatient in a Devon hospital transferred to a London Acute as part of a planned pathway of treatment. This will run a core service of 7-days a week nominally 10am to 8pm with higher levels of capacity midweek than skeleton cover at the weekend. Some journeys may need to vary the core hours. Qualified to cover FREC 4 - Paramedic. H 1: Lot 4: Tender 2: NEPTS-PLUS service, A new concept of NEPTS based on a cohort of patients that require more than standard NEPTS. The specification is for an enhanced level of equipment on board the vehicle and enhanced training to utilise the equipment to manage: Specialist manual handling including: o Bariatric and access to Super-Bariatric equipment o Complex manual handling e.g. extraction from difficult access when \"off-legs\" for access to healthcare. Higher levels of oxygen usage without clinical input e.g. acute discharge on 15 ltrs going to home or hospice. Management of patients requiring a NEW-Score transferring Basic Management of airways Crews do not need to be formally qualified but will require a bespoke level of certification to use the equipment on the vehicle. As a new model of delivery, the NHS Devon and Devon County Council will work with bidders in the development of this, within an agreed timescale. H 1: Lot 4: Tender 3: Mainstream NEPTS - Stretcher/Wheelchair, A standard Mainstream NEPTS service taking patients who require simple manual handling, e.g. movement from a wheelchair to a carry-chair for access up or down stairs and then back into a wheelchair. This service will also take complex dementia, with passengers who may exhibit disinhibited or aggressive behaviour Heading 2: Non-Specialist Services - No need/Optional for CGC registration/inspection: H 2: Option of Lots 1, 2 and 4: Tender 1: Mobility and Support Transport: this lot will cover a wide range of vehicle types including multi-seat vehicles Wheelchair Accessible Vehicles (WAV), and cars. Generally, two-person crews, but not always, this service will be for users who: Are living with a disability but temporarily unable to use their normal disability adapted vehicle. Have a cognitive problem e.g. low-level non-complex dementia, that makes it unsafe to travel on public transport. Are unable to complete the whole journey by public transport due to issues of timings or distance. In some cases, it will not be the entire replacement journey but linking in with Public Transport hubs to facilitate use of public transport. Frequent attenders to services. Bidders for the Mobility & Support service can choose to bid for contract journeys 7 days a week for: All of Devon or for specified geographical areas based on existing District Council boundaries e.g. Torridge or East Devon Bidders can also choose to remain on the DPS as ad-hoc providers bidding for small blocks of work Procurement for lots under Heading 1 will be for 5 year plus 4 year extension contract.
