Summary of the contracting process

Leeds City Council is seeking providers for the "Inclusion Support Service," categorized under social work and related services. This tender, initiated under a selective procurement method, is currently complete, with the contract signed on 15th February 2022. The service aims to create a more inclusive environment for children and young people with special educational needs and disabilities (SEND) in Leeds, ensuring they have equal access to universal services. The procurement process followed a restricted procedure, with the active award given to Scope, promoting the welfare of disadvantaged groups within the region.

This tender represents a key opportunity for organisations specialising in social work and inclusion services, particularly those focused on supporting children and families with additional needs. Businesses that can offer innovative solutions to enhance inclusion and accessibility in public service settings will find themselves competitively poised. With the potential for contract extension, interested parties should be prepared to demonstrate their capacity for sustainable service delivery and their commitment to promoting equality within the community, aligning with the Council’s ambition to foster a child-friendly city.

Inclusion Support Service

Notice Description

An inclusion support service is at the heart of a robust short breaks offer and forms a vital component in meeting Leeds City Council's (LCC) duty to provide short breaks as per the Children Act 1989. It is also a key driver in achieving the Council's ambition in being an inclusive, child friendly city for children and young people (CYP) with special educational needs and disabilities (SEND). The 'inclusion' remit is to break down barriers to inclusion and support disabled children and their families to live happy and fulfilling lives as equal members of their communities. An inclusion service should offer advice, support and challenge to activity settings to ensure groups are fully inclusive and able to offer equality of access to all children.

An inclusion service should offer advice, support and challenge to activity settings to ensure groups are fully inclusive and able to offer equality of access to all children. This is a highly sustainable model, building capacity in universal settings to include disabled children, reducing the likelihood of crisis and family breakdown and thereby reducing the need for more expensive specialist provision or Social Work intervention

Options: Provision to extend 2 x 12 months

Renewal: The contract is for a period of 24 months with an option to extend by an additional 2 x 12 months.
