This is a Prior Information Notice only. Publication and a call for competition will be conducted once the scope of work is fully defined and approved. The UK Foreign, Commonwealth & Development Office (FCDO) at the British High Commission in Pretoria (BHC), South Africa, seeks to appoint a Supplier to deliver a flexible, and demand-led economic governance programme, in a partnership between the UK and South Africa government. The programme will work through the global economic governance system, to strengthen the influence of coalitions between South Africa, the UK, and other low or middle-income countries, to bring about better pro-poor, inclusive policymaking, and a stronger economic recovery to COVID-19. This programme aims to forge new ways of collaboration between the UK and South African government around economic policy priorities such as 1-3* below. These initial policy priorities will be developed further in coordination with the supplier, the South African and UK governments, and will change throughout the programme life cycle, responding to a changing economic policy environment. (1) Macroeconomic coordination: debt sustainability e.g. how to work together on the Debt Service Suspension Initiative (DSSI), SDR allocation, and common framework; economic reforms to enhance COVID recovery; combatting illicit financial flows; women's economic empowerment. (2) A Green Recovery to COVID: improving climate mitigation and adaptation across the region, increasing green investment, enhancing just energy transitions. (3) Trade and Investment: increasing trade and investment flows into the region, promoting negotiation and implementation of the African Continental Free Trade Agreement (AfCFTA). *Economic Policy Priorities subject to change during the programme lifecycle, and to be agreed upon by the UK-South Africa cross-governmental Steering Committee which will be facilitated by the Supplier.
