Summary of the contracting process

The Business Energy & Industrial Strategy (BEIS) is set to engage the market regarding the UK PACT (Partnering for Accelerated Climate Transitions) programme, which focuses on climate technical assistance services. The procurement process is currently in the planning stage, with preliminary engagement events scheduled for 14 October 2021 and a further detailed event in late November 2021. The aim of these events is to discuss the proposed services and gather feedback, prior to a formal procurement launch anticipated in early 2022. The UK PACT programme will operate across eligible countries and is backed by significant funding, with an estimated total value of £340 million over five years, aimed at facilitating various climate-related initiatives through grants and skill-sharing arrangements.

This procurement presents a substantial opportunity for businesses specialised in environmental management, grant administration, and capacity building in climate-related projects. Companies that offer services in grant fund management, capacity assessments, and technical expertise sharing would be particularly well-suited to compete for this contract. Additionally, as the procurement will cover multiple countries, organisations with experience operating internationally within the climate change sector could leverage this opportunity to expand their impact and client base. Engaging effectively during the market events will be crucial for interested organisations to voice their insights and align their offerings with the expectations of BEIS.

Notice Title

UK PACT (Partnering for Accelerated Climate Transitions)

Notice Description

UK PACT (Partnering for Accelerated Climate Transitions) is the UK's flagship climate technical assistance programme. The programme supports partner countries eligible for Official Development Assistance (ODA) to implement and increase their ambitions for carbon emission reductions and to accelerate their transition to clean growth. The programme is funded by the UK Government, under the International Climate Finance (ICF) portfolio, as part of the UK Government's PS11.6 billion commitment to support ODA-eligible countries to respond to the challenges and opportunities of climate change. To support delivery of these goals, the Prime Minister recently announced the UK PACT programme will be extended with at least PS200 million of new funding. UK PACT will be commencing initial market engagement in October 2021, ahead of launching a procurement in early 2022. This procurement will be for the delivery of new Services on behalf of UK PACT from Autumn 2022 and to take over all remaining services from existing UK PACT Delivery Partners whose contracts expire in the first half of 2023. The new Services will be envisaged to run until 2027. UK PACT provides grant funding and skill-shares Services for innovative and transformation projects across a current portfolio of 16 countries. Delivery Partners are contracted to deliver these Grant fund and Skill-share & Secondment management Services on behalf of the Authority. Currently, a Delivery Partner will award Grants to Recipients, such as but not limited to Non-Government Organisations, local organisations, or charities who operate across a range of strategically important climate change areas such green finance, forests, clean energy and energy efficiency and sustainable transport. UK PACT also facilitates the sharing of specialist technical expertise with a Delivery Partner managing the delivery of Skill-shares and Secondments of individuals with high priority country partners. UK PACT projects and skill-shares are delivered via three routes: Country Programmes (roughly 70% of the total Fund value) awards Grant funding for capacity building projects in UK PACT's 8 - 10 partner countries' priority sectors, as agreed with the government of the country. Currently the UK PACT Country Programmes operates in eight countries - China, Colombia, Indonesia, Kenya, Malaysia, Mexico, Nigeria and South Africa - and this number is expected to increase to a maximum of 10 for the new Services to be procured. Green Recovery Challenge Fund (GRCF) (roughly 25% of the total Fund value) awards Grant-funding support for innovative capacity-building projects to promote emissions reductions and low carbon growth. The GRCF supports a broader range of ODA-eligible countries, including testing new markets for future UK PACT Country Programmes. The GRCF has previously funded projects in Argentina, Bangladesh, Brazil, Ethiopia, India, Indonesia, Kenya, Nigeria, Peru and Thailand. Skill-Shares and Secondments (roughly 5% of the total Fund value) supports partner countries through peer-to-peer capacity building and knowledge exchange. This includes short-term peer-to-peer skill shares with country counterparts and long-term secondments into key institutions. Skill-shares and Secondments occur with any country eligible for UK PACT Country Programmes or Challenge Fund. The skill-shares component manages a roster of around 200 contracted experts. This figure may increase to up to PS340m over a five-year period, subject to Ministerial approvals and the Spending Review. Therefore, subject to final budget confirmation, it is estimated that UK PACT may seek to disperse PS180m - PS302m to Grant Recipients and Skill-shares & Secondments, with the Delivery Partner contract(s) for those management Services identified above expected to be between PS20m and PS37m in value, proportionate to total fund available. These values are provisional and subject to change and may not be reflective of final values given as part of the procurement documentation. The Department for Business, Energy and Industrial Strategy (BEIS), working with the Foreign Commonwealth & Development Office (FCDO) and Cabinet Office, has undertaken a delivery model assessment, using evidence and lessons learned from the delivery of the programme to date to inform how Services could be best delivered through Delivery Partners in the future. Planned Market Engagement events will seek to gather the market's feedback of selected different delivery model types, prior to a preferred model being identified as well as provide the opportunity to comment on elements such as the proposed specification. This procurement takes place following the UK Government's Integrated Review of Security, Defence, Development and Foreign Policy in March 2021, which recommended the closer integration of Overseas Development Assistance spending, climate and green recovery and led to the creation of the FCDO. BEIS and the FCDO are therefore working closely together on this re-procurement activity. A final decision on whether BEIS or FCDO will be the contracting entity, will be made subject to the Spending Review outcome. Additional information: Response to question II.1.6 may change depending on final Option agreed upon.

The first event will be an online market engagement event at 14:00 on 14 October 2021. This will consist of a presentation and will provide an overview of UK PACT and the proposed Services and delivery models for consideration. Documents will be released after the event to those interested parties, including a questionnaire to gain feedback on the proposed Services and delivery model. A second market engagement event will occur in late-November which will provide greater detail on the structure and content of the proposed procurement specification. Again, documents will be shared following this event to interested parties. The responses received following each of the Market Engagement events form an important part of the procurement process and will inform the final content of the procurement.
