This service will continue to work with young people to support and develop resilience and emotional wellbeing. The aim of the service is to reduce any negative impact on behaviours or mental health conditions which may prevent young people engaging with education, work, family and friends or achieving their potential. Mentoring will be delivered through Mentors (both paid and volunteers) who are positive role models that inspire, encourage and guide young people to achieve their potential. They offer personalised one-to-one support to help improve young people's lives The previous contracts were delivered against HeadStart priorities in a limited number of districts across the county, the new contracts will look to deliver additional capacity across a wider geographical area as a priority of the Reconnect Programme.

Procurement Information

Kent County Council will utilise PCR 2015 reg 32 (2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts (c) insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with to award the contract Both Volunteer Mentoring and Intensive Mentoring was commissioned by HeadStart Kent with the original contract commencing 2017. By way of response to escalating demand for this service (in part caused by the pandemic) in September 2021 (three months before the end of the contract) funding was secured from the Reconnect Programme. There is no capacity within the current contracts to award an extension. Any future contract provision would need to consider the TUPE of existing staff from the incumbent providers.Market testing confirmed that organisations would find the effort in tendering for a short contract significant when also needing to consider the implications of TUPE and mobilisation by 1 January 2022 to ensure continuity of provision for young people. The Kent-based, incumbent VCS providers are able to meet the requirements of the new contract with immediate effect. Without taking this action would mean referrals to the service would cease on 19 November 2022 and the impact on young people from the pandemic is still to be fully understood.
