Summary of the contracting process

The procurement process involves the RAF High Wycombe Air Commercial, which is seeking to fulfil a two-year contract titled "Project WARHOL (additive process manufacture)". This initiative is classified under the goods category, specifically focusing on machine tools for working ceramics within the Defence industry. The procurement stage is complete, with the contract valued at £3,000,000 awarded to Wayland Additive Limited on 9th December 2021. The delivery location for the items is situated in Huddersfield, England.

This tender presents significant growth opportunities for businesses involved in advanced manufacturing technologies, particularly those specialising in additive manufacturing processes. Firms capable of providing innovative solutions in metal part repair and design, as well as those capable of R&D in high-value, low-volume manufacturing, would be particularly well-suited to compete for similar contracts within the defence sector. The unique nature of the project and the specific technical requirements indicate a preference for suppliers with niche capabilities in the field.

Procurement Information

The UK Ministry of Defence intends to award a two year contract to Wayland Additive Limited for PS3,000,000.00 without prior publication of a contract notice for the provision of a Neubeam System (calibur3) metal additive manufacture machine. It is considered justified for technical reasons under regulation Article 32(2)b(ii) of the Public Contracts Regulations 2015. Additive manufacture (as opposed to traditional subtractive methodologies like milling) is a foundational general purpose technology. R&D with this technology would allow us to 10x improve the quality, speed and cost of low volume high value part manufacture within the RAF and secure endorsement for this technology across the Defence user base. Wayland Additive is the only supplier on the market to provide a metal additive manufacturing process using Neubeam technology which neutralises the electron beam power bed fusion process.
