Notice Description

This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved. The programme's objective is to provide improved inclusive access to quality, sustainable and climate-resilient water, sanitation and hygiene (WASH) services and improve hygiene, nutrition and sanitation practices in rural Mozambique. The programme's intended impact is the reduction of diarrhoeal disease and stunting in children under 5 and improved well-being, by ensuring more people, in particular women and girls, are able to use resilient WASH services and improved hygiene behaviours through strengthened systems. It will aim to do this by: * Supporting the Government of Mozambique's (GoM) rural water and sanitation programme (PRONASAR) to provide sustainable and climate-resilient WASH services to the population, linked to performance-based payments. * Strengthening the government WASH systems through capacity building at central and sub-national levels (in targeted districts) to enhance policy, leadership, service delivery, financial management, procurement and monitoring. * Support catalytic behavioural change in sanitation, hygiene and nutrition practices to improve WASH practices and improve health and well-being outcomes. The T-WASH II programme will consist of two distinct components. A Fund Manager who will manage off-budget support aligned to the PRONASAR programme, overseeing construction of WASH infrastructure and social behavioural campaigns. The Fund Manager will support interventions across rural Mozambique based on the annual procurement plans developed in partnership with FCDO and the National Directorate for Water and Sanitation (DNAAS). The second component is a Capacity Building Agent (CBA), who will be responsible for strengthening government capability through targeted training and ongoing support. The CBA will support GOM at the central and decentralised levels, based in targeted provinces and districts. The FCDO is looking for partners who can implement either one or both of these functions as a single entity or as part of a consortium.
