East Suffolk Council has secured funding for a number of different interventions over the last four years; some have been resourced internally and some have been resourced and delivered via other sector organisations.How to get involved:Alternative methods of delivery and welcome suggestions on how this could be provided more effectively/efficiently including changes in the service breakdown provided are welcome.Part of the discussion is whether to look for a single supplier for the service, divide the work into lots, or look to joint bids. Your input is most welcome.To this end we are having a supplier event on 15/03/2022 @13:00 via MS teams to go into more detail.Please contact procurement@eastsuffolk.gov.uk by 11/03/2022 to be included.

    "description": "We have been asked that Councils and partners think about longer-term plans to end rough sleeping locally, and how RSI funding can be used to support this ambition. RSI 2022-2025 provide ongoing support to those who need it and continue the work to reduce, and ultimately end rough sleeping in East Suffolk through building sustainable pathways.Proposals will be reviewed and considered, against these criteria:* Transition & delivery plans* Value for money & impact* Local monitoring & understanding of local need* Partnership working & accessibility of services* Local leadership & innovationWe will use KPIs to help measure the success of RSI 2022-25, which will be aligned with the outcomes we want to achieve. Some of these will include:reduction in the number of individuals sleeping rough; increase in the proportion of people rough sleeping who have had their needs assessed; increase in the number of individuals with a tailored service offer and reduction in the number of individuals sleeping rough for the first time.Below are current key services that are not directly delivered by ESC but form a core part of our requirement:- Safe to Stay Hub in Lowestoft- Rough Sleeping Initiative Beds x 10- Outreach Officer x 0.8 or 1 FTE if funding allows- Navigators x 3- Mental health Support Officer x1- Safe to Stay HubThe hub is delivered from Avenue Mansions in Lowestoft (Council Owned building) providing 8 self-contained units of accommodation for low support need clients as an integral part of the Rough Sleeping Initiative to make a positive impact on reducing rough sleeping numbers.- RSI BedsThe purpose of the service will be to provide 24 hours a day 7 days a week 365 days a year access to block booked emergency beds as part of the offer of a housing pathway for people who are rough sleeping or have intermittently slept rough for a period. These beds will be located across the district, but focus will be given to Lowestoft, Felixstowe, Woodbridge, Leiston or Ipswich but regardless of their location, all clients presenting to ESC will be able to access them as long as criteria has been met. We recognise there being an overlap between the beds here and those in the safe to stay hub.- Outreach serviceThe aim of the service is to prevent and reduce homelessness amongst single people who are rough sleeping or at risk of rough sleeping. We require an Outreach Service (currently 1x0.8FTE working 28 hours per week), whose primary task is to work with referrals for clients that require support both in the community, temporary accommodation, RSI beds or rough sleeping.- NavigatorsNavigators' main role is to stabilise individual's lives to improve their accommodation pathways, their health and reduce offending behaviour. Reduce service users' inappropriate use of emergency provision and blue light services. To develop and deliver individual programmes of support for people who are chaotic in their lifestyle and poor in engaging with conventional care, support services and provision.- Mental Health Support OfficerThe Mental health Support Officer will support rough sleepers in the community who may not engage with other services or may not have a GP. The Mental Health Support Officer will have the professional authority to do initial mental health screening with referral rights into the relevant Norfolk and Suffolk NHS Foundation Trust Access and Assessment Team.Please could you let us know if you are interested in bidding in the whole service, parts of the service (and which parts), and if you would be happy to join other bidders in a whole service bid.Please contact procurement@eastsuffolk.gov.uk with your expression of interest, and areas of the scope you can deliver by close of play on the 11th March 2022 to be included in the MS Teams session.",
