Notice Description

Newcastle City Council City Council are keen to encourage outdoor contractors to work with them where opportunities exist to develop innovative advertising displays within the City. For clarity, innovative advertising displays relate to large formats (Digital and Paper and Paste Hoardings), special displays. (e.g. landmark sites), shrouds, static bridge advertising, rbt advertising, car park and bus station advertising. Please note this agreement does not include a FSU or Digital Wayfinding portfolio. The arrangement will be subject to a Concession Agreement (the Agreement) between the Council and the contractor, describing the process governing the Council's procedures for offering licence agreements for the development of advertising initiatives within the city. The Agreement will be for a maximum period of 2 years, consisting of an initial period of 2 years, followed a further 1 X 12 months option to extend. The Large Format Advertising Agreement will not replace any existing advertising contracts or licences which have been established to deliver advertising or sponsorship within the City utilising the Large Format Advertising Agreement arrangement. On the basis of the submissions, evaluation and the relevant checks, the Council will select the companies to be included within the Large Format Advertising Agreement and these successful companies will be provided with the opportunity to develop advertising initiatives within the City. For Contractors to successfully be included in the Agreement a minimum score of 60% of the total marks available must be achieved in conjunction with a compliant SQ submission. Contractors can tender to join the Framework post award at any point throughout the lifetime of the Agreement. Contractors tendering to join the Framework retrospectively will be subject to the same approval process as the first opening of competition. Contractors will have two opportunities to tender to meet the requirements of the approved Contractor list, if unsuccessful on both occasions the Contractor will be excluded from retendering for the lifetime of the Framework Agreement. This is an Open Procurement exercise being conducted on the NEPO Portal (https://www.nepo.org/).
