It is envisaged the services will be substantially similar to those currently operated under the TransPennine Express Limited Rail Contract (dated 19 May 2021). There is a mixture of leisure, business and commuter travel on these rail services.

"description": "The start date will commence between 1 April 2023 and 28 May 2023. The 96-month duration comprises a core term of 4 years with up to a further 4 years entirely at the Secretary of State for Transport's discretion. It is terminable at any time after the core term with a minimum of 3 months' notice. The latter would benefit from having a single operating company to deliver a partner role during the most disruptive phases of programme delivery, to reduce the risk of delay or increased cost introduced by going out to competition and changing owning group at a critical time of programme delivery.",
