PROJ10230 Green Growth Nepal
Notice Description
This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved. GGN aims to support the Government of Nepal (GoN) at federal, provincial and local spheres to improve economic policy and implementation, as well as facilitate private sector investment (including FDI) that supports sustainable and green growth in Nepal. The programme will work in the following areas and some others to be determined in design: 1) National green growth: support national and provincial economic strategies and frameworks, as well as to facilitate large-scale infrastructure investments, by: - Providing advice to federal and provincial governments to strengthen their economic capabilities to drive more effective action to deliver green growth in Nepal. - Supporting FDI agencies in Nepal to facilitate large-scale green projects, in economic sectors with the highest potential for growth. 2) Local engines of green growth: responding to the opportunity of urbanisation and internal migration to deliver: - Better quality projects and increased infrastructure investment in cities in growth corridors, by improving project preparation, environmental and social safeguarding standards, financial management and oversight of delivery by local governments. - Linking international investors to local governments in cities to facilitate transformational and employment generating projects that build cleaner and better functioning cities. 3) Financial sector development: partner UK expertise with the Central Bank, Ministry of Finance and financial institutions in Nepal to develop a financial ecosystem that is more supportive of green growth by: - Facilitating instruments and financial vehicles to mobilise domestic and international finance for green investments. - Facilitating financial instruments that mitigate investor risk (especially for foreign investors). 4) MEL unit: live evidence generation to guide adaptive management: - To determine when interventions should be scaled up, down or stopped in GGN. Support adaptive programme management to respond to latest evidence in Nepal. - Build evidence of how to deliver green growth programmes effectively. This is a growing priority for FCDO and the international community.
