Lot Information

Lot 1

Appointment of a Design Development Partner. As part of the CP7 transition plan, Network Rail Wales & Western seeks to appoint a Design Development Partner for the region through a 5-8 year framework agreement. Development work will include multi-discipline railway enhancement projects covering Signalling, Power, Telecommunications, Building & Civils, Track, De-carbonisation etc.. The Partner will be expected to provide a full range of disciplines, including engineering, project management, programme planning, risk management, environmental and sustainability management, planning and consents management, alignment with Green Book guidance, architectural services, cost planning, highways services, minor works, construction management and principal designer accountability. This will initially cover the PACE 1 phase, with an option to continue to later PACE phases thereafter. Our aim is to facilitate the establishment of a trusted relationship with a single partner, embrace supply chain innovation and technology and support the Intelligent Client model by reducing duplication of resource. The Design Development Partner will be expected to demonstrate how they will support Network Rail through innovation in terms of delivery solutions and by the depth of experience they will be able to call on within their organisational networks. Procurement will be via an open market tender involving both PQQ and ITT stages. The contract duration will initially be 5 years with 3 annual extensions if required. The maximum estimated contract value over 8 years is anticipated to be PS25 million. The contract will be a framework arrangement with separate task instructions for each workflow. Additional information: This is not an invitation to tender, it is solely a market engagement exercise and no direct business will be awarded as a result of participating in this exercise. Further responding to this PIN will not in any way advantage or disadvantage any supplier in a future procurement exercise. Following the market engagement exercise, Network Rail will not be bound to conduct a procurement exercise.
