Notice Description

The Council will soon be seeking to enter into a long term contract(s) for disposal/treatment services for its residual waste, dry mixed recyclates, streets and gulley sweepings, bulky and ad hoc wastes. Taking into consideration the potential changes to collection methodologies as a result of the Environment Act, the council plans to split the procurement into a number of lots. The two procurements may be combined into a single procurement with 5 lots but that has not yet been determined. Transfer * Lot 1 - Provision of a Waste Transfer Station (Gate Fee) * Lot 2 - Provision of a Waste Transfer Station (Design, Build Operate and Maintain (DBOM)). Disposal * Lot 1 - Residual Waste Disposal inclusive of Food Waste, with the anticipated change of food waste taken out * Lot 2 - Food Waste Collection (potentially on a framework to call off as needed) * Lot 3 - Dry Mixed Recylates (co mingled) with the anticipated change to move to twin stream collection

The services include: * Transfer The Council is seeking transfer services and will consider both capacity in existing facilities or the construction and operation of a new facility. Construction might be by the Council or the contractor (on a design, build, operate and maintain (DBOM) basis) and a range of funding options considered. At present the Council has not identified a suitable site in its area on which the Council is capable of securing planning and so would require the contractor to provide a site for a DBOM solution. Both a simple gate fee provision and the DBOM option will be explored at the early stages of the procurement and the Council may progress with either. * Disposal Waste haulage and associated logistics from the transfer station to the treatment facilities for all Council delivered waste and recyclates. Disposal of the Council's residual waste and other waste streams from households and businesses Provision of processing facilities for the Councils kerbside comingled recyclates; recycling markets and if relevant off - take markets; and management and sale of recyclates. The Council will be innovative and flexible in its commercial and services approach for the most cost-effective solution; this may include investment in new disposal facilities or services to existing facilities.
