Notice Title

Net Capacity Assessment (NCA) IT Solution Market Engagement Event

Notice Description

The Department for Education (DfE) is responsible for funding and standards in education, which includes supporting the delivery of building and maintenance programmes for schools, academies, free schools and sixth-form colleges. At our heart, we are the department for realising potential. In respect of our school buildings, our vision is to provide good quality spaces and places to help schools deliver an excellent education for all children and young people. The Net Capacity Assessment programme ("NCA") is a programme to undertake a data collection exercise of up to 5000 secondary schools, special schools and FE colleges in England. The data collected will encompass room level data such as room size, room use and room type, and will be collected by surveyors contracted to the Department for Education. DfE will also require a data capture solution to support the contracted surveyors to undertake this activity. It is anticipated that the NCA data capture solution will comprise a cloud based SaaS solution that will provide (inter alia): (i) Capability for a field based data collection of DfE defined data for both school and FE establishments via surveyor operated mobile device app (ii) Development and manipulation of the data by surveyor organisation teams via a web app (iii) Automated nightly transfer of collected data to the Department of Education via mature API, configurable to meet DfE integration and security requirements (iv) Functionality to ensure secure and configurable reporting / export of data for end users (v) Adherence to all departmental supplier and system assurance requirements covering data security and data processing. This PIN is issued by the DfE to engage with the market seeking views for the potential for DfE's future procurement approach for the delivery of required Surveying Services and associated IT Solution. The market engagement event will outline the current thinking and provide information around the NCA Programme and seek views for industry specific organisations. Interested parties must register to attend an in-person event to be held on Wednesday 29 June 2022 in Coventry by no later than 12.00 noon on Tuesday 21 June at: https://education.app.jaggaer.com Further details below.

Lot Information

Lot 1

The NCA programme will be undertaken between 2023 and 2025. In addition to the data capture solution, the department intends to procure a number of surveying organisations ('SOs') to undertake the data collection itself. This notice relates to the procurement of the cloud bases SaaS software solution to support data capture (the "IT Solution"). The IT Solution supplier will be required to work together with the aforementioned SOs on the NCA programme. It is anticipated that the IT solution will be procured first and we wish to test our current thinking with the market. In summary the IT Solution must provide: (i) Capability for a field based data collection of DfE defined data for both school and FE establishments via surveyor operated mobile device app (ii) Development and manipulation of the data by surveyor organisation teams via a web app (iii) Automated nightly transfer of collected data to the Department of Education via mature API, configurable to meet DfE integration and security requirements (iv) Functionality to ensure secure and configurable reporting / export of data for end users (v) Adherence to all departmental supplier and system assurance requirements, covering data security and data processing Data being collected, stored and processed by and via the IT Solution is anticipated to be classified as Official and/or Official Sensitive. The IT Solution and associated backend infrastructure will therefore need to be capable of providing sufficient data security at the level of Official Sensitive. Interested parties must register to attend an in-person event to be held on Wednesday 29 June 2022 in Coventry by no later than 12.00 noon on Tuesday 21 June at: https://education.app.jaggaer.com To participate in this opportunity and register your organisation's interest in attending the event, please register for an account and view the "current opportunities" page at Jaggaer https://education.app.jaggaer.com and search for: "Project_6930. Full event details will be confirmed following registration of interest. Please note that spaces are currently limited to 70 therefore a maximum of 2 people per organisation are permitted. Early registration is recommended and spaces will be allocated on a first come first served basis. Also note this event is restricted to industry specific organisations and DfE reserve the right to restrict attendees accordingly.
