Summary of the contracting process

HS2 Ltd, located in Birmingham, is in the planning stage of a procurement process for a Framework Agreement to provide Land Referencing Services within the railway industry. The contract, valued at £60 million, aims to acquire and manage essential land and property data to support the HS2 project. Key dates include the issuance of a Contract Notice and Pre-Qualification Questionnaire in February 2023, an Invitation to Tender in August 2023, and a notification of contract award decision expected in February 2024, with the Framework Agreement set to commence in March 2024. The procurement is planned to follow the Above Threshold Negotiated Procedure as per the Utilities Contract Regulations 2016, although alternative procedures may be adopted based on market engagement outcomes.

This tender presents significant opportunities for businesses specialising in land purchase services, legal documentation, and certification within the context of large infrastructure projects. Companies that can provide robust systems for data management and integration with HS2's existing platforms will be particularly attractive. Engaging in the forthcoming market consultations may enhance a business's competitive edge and prepare them for collaboration in one of the UK's most ambitious transport initiatives.

Lot 1

The strategic purpose of HS2 Ltd's Land and Property (L&P) Directorate is to acquire and manage the right land and property, at the right time, in the right way at the right price, ensuring HS2 Ltd are delivering value for money for tax payers and are being a good neighbour to the people and communities the HS2 project impacts.
