Summary of the contracting process

The Foreign Commonwealth and Development Office (FCDO) is planning to initiate the "Girls in Rwanda Learn Programme (GIRL)", which aims to enhance educational outcomes for up to 1.4 million children in Rwanda. The programme will specifically improve access to education for girls, targeting marginalised groups at risk of dropping out. An Early Market Engagement (EME) event is scheduled for 18th July 2022 at 11am Rwandan Time (10am UK time), to gather insights on programme design and requirements as part of the overall planning process. The anticipated value of the contract is up to £25 million over five years, with the possibility of an increase to £35 million if conditions are favourable.

This tender presents significant opportunities for businesses involved in educational services, particularly those with experience in managing technical assistance facilities or providing education-related support in developing contexts. Companies that focus on teacher training, inclusive education strategies, and innovative pedagogical approaches will find this procurement process especially relevant. Participation in the EME will help interested parties understand FCDO's vision and design an effective response to meet the educational needs of girls in Rwanda, ultimately contributing to broader socio-economic development goals.

Notice Title

Girls in Rwanda Learn Programme (GIRL)

Notice Description

GIRL will contribute to the UK-led G7 global goals on access and learning by improving learning outcomes for up to 1.4 million girls and boys. It will directly contribute to increasing the number of girls that can read by age 10 and help shift the policy environment for out-of-school girls, with the aim to improve access to education for up to 1 million children and increase the number of girls in school. By educating girls and preventing them from dropping out of school, they are less likely to suffer early marriage, have greater reproductive choice, are less likely to die in childbirth and have more earning power. Outcomes: * Improved foundational learning outcomes in English and maths for girls and boys * Improved transition for girls to lower/upper secondary and into other learning opportunities GIRL will achieve the outcomes through improved pedagogy and English skills of teachers and through ensuring that the teaching and learning process and school environment is gender-responsive and inclusive. The programme will target two groups of the most marginalised girls 1) those at risk of dropping out school and 2) those already out of school, by holistically identifying and reducing barriers to schooling. Girls in school will be supported to stay in school, stay safe, learn, and transition through the system, whilst girls already out of school will be supported to either return to school or transition into other learning opportunities. As part of the wider programme with a value of up to PS60m, the FCDO are looking to establish and manage a Technical Assistance (TA) Facility. The current budget for this contract is up to PS25m over 5 years between 2023 and 2028. If conditions are favourable, a possible increase in budget up-to PS35m may be available. The facility will provide demand led technical assistance against two primary cross-cutting set of issues: i. TA to improve the way teachers' teach. Focus on English language, pedagogy in English/Maths, GRP, inclusive teaching practise and assessments. ii. Strategic advocacy and TA to raise awareness of girls' education. Improving the use of evidence, building partnerships and influence policy, budgeting and programming for girls, early childhood development and inclusive education.

Lot Information

Lot 1

This is a Prior Information Notice (PIN) only for an Early Market Engagement (EME) for information to the market on programme design and requirements for the FCDO's Technical Assistance Facility as part of the GIRL programme. The PIN which has been published is not a call for competition or tender at this time, it is an information notice to highlight to the market the intent to have an EME event on a 18th July 2022 at 11am Rwandan Time. The EME will consult on the following questions: * How can we balance achieving the strategic aims of the TA (e.g. supporting long-term, systematic capacity building) and the operational challenges (e.g. timeframes and other delivery requirements)? * How can the proposed TA facility complement rather than duplicate other existing delivery and support mechanisms? * How can we design an application and prioritising process for the TA facility that balances demand with supply, and provides strategic geographic and thematic coverage? * What do you see as the main risks and challenges to delivering this programme? * Does the Theory of Change look accurate for the ambition proposed? Do the assumptions need adjustment (to be presented at the EME event)? * How do we reach the most marginalised girls and gain ideas on how to widen our interventions in this area? * Timelines for programme mobilisation? Additional information: FCDO will be hosting an Early Market Engagement event about the planned programme and the anticipated services required from interested parties. In particular, we would welcome those with experience in managing technical assistance facilities or delivering technical assistance services that cover a broad range of education technical areas in a similar context to those in Rwanda. At this stage the aim of the EME is to introduce the broad objectives of the Facility, outline some high principles for its design and management and discuss how the TA Facility could work operationally. FCDO will be keen to solicit the views of the market regarding the most effective means of delivering the objectives of the Facility. FCDO would welcome the participation of both national and international organisations. At the event, FCDO will present the programme and its proposed outputs as well as discussion on a set of key questions listed above.
