Summary of the contracting process

The Lancashire County Council recently completed a public procurement process for the transportation of waste materials in Lancashire. The procurement was divided into four lots covering different regions within Lancashire: Eastern Lot, Northern Lot, Southern Lot, and Global Lot. The contract, awarded to Hurt Plant Hire Ltd for the Global Lot, is valued at £19,914,000 and was signed on October 27, 2022. The procurement featured social value criteria along with price considerations. Lancashire County Council managed the procurement in line with its Contract Standing Orders, including a standstill period of at least 10 days before contract award.

This tender presents business growth opportunities for companies specializing in refuse transport services. Businesses capable of providing waste transportation services within Lancashire's specified regions are well-suited to compete. The transportation contracts cover a range of HWRCs and a CRRC, offering contracts that may last up to six years. The procurement method used was an open procedure, providing fair access to interested bidders. The opportunities for business growth lie not only in securing the transportation contracts but also in demonstrating social value in line with Lancashire County Council's objectives.
