Summary of the contracting process

The Crown Commercial Service is planning a major procurement process titled "Tax Platform Major Change," aimed at the ICT industry, specifically focused on software programming and consultancy services. This initiative is set to take place in the United Kingdom, with a framework agreement intended for the provision of significant code changes to HMRC's Tax Platform. A market engagement session will occur on 19th July 2022, and suppliers are encouraged to express their interest by 18th July 2022. The overall contract value is estimated at £400 million for a duration of up to four years, and this procurement will be executed through an Open procedure as per the Public Contracts Regulations 2015.

This tender creates substantial opportunities for businesses with expertise in SAP's Tax & Revenue Management module, particularly those ready to invest in UK capabilities. Companies specialising in IT services, software development, and consultation are well-suited to compete for this contract, as the framework is designed to promote competition among suppliers who can meet HMRC's specific requirements. Engaging with this procurement could lead to significant business growth, especially for organisations prepared to undertake major changes in tax technology.

Notice Title

Tax Platform Major Change

Notice Description

Crown Commercial Service, as the Authority, intends to put in place a multi-supplier framework agreement for the provision of major code changes to HMRC's Tax Platform. As such, this framework is only available for use by HMRC and not to any other UK public sector body. This will be a single lot framework and is aiming to achieve a pool of suppliers with demonstrable global expertise in SAP's Tax & Revenue Management (TRM) module who have, or are willing to, invest in UK capability. HMRC's Enterprise Tax Management Platform (ETMP) currently uses a highly customised version of the SAP ECC6.0 commercial software package and it's HMRC's intention to introduce a Multi-Supplier Framework to promote competition in delivering change. The scope of the Framework includes 'major changes' only. Smaller changes are out of scope. The term of the framework is a maximum of four years.
