The Framework Agreement supports the use of insourcing support services across the NHS, enabling Trusts to secure extra clinical capacity and help meet increasing demand. This short to medium term solution allows Trusts to retain capacity planning in-house and ensures that patients can be seen within the Trust. Insourcing is defined as the employment of a third-party organisation to perform medical services/procedures on trust premises. It differs to locum and agency staffing supply with the full end to end service being provided, not just staff. The Supplier uses the NHS organisation's premises and equipment to deliver these services. Insourcing is largely focused on secondary care and the services are generally used out of hours when the premises/equipment is not being used by the NHS, thus making efficient use of the services. The framework agreement has been procured under the Light Touch Regime ('LTR'). It has been conducted in accordance with regulations 74 to 77 of The Public Contracts Regulations 2015 (PCR 2015),and relates to the legal services which are listed in Schedule 3 of the P C R 2015 as a specific service. Competition may be re-opened under the light touch regime at specific points during the term of the framework agreement should it be deemed appropriate or should there be sufficient new entrants into the marketplace. New Entrants will only be awarded contracts for the remaining term of the Framework Agreement.",
