Summary of the contracting process

The Ministry of Justice (MoJ) is initiating a procurement process for the "HMPPS Literacy Innovation Fund – Learning through Digital Delivery". This planned tender falls under the education and training services category and aims to provide innovative solutions to enhance literacy and numeracy among prisoners within the HMPPS Prison Estate in England. The virtual market engagement session is scheduled for 18th August 2022, with further supplier engagement activities to follow. The total estimated value of this procurement is £3,000,000, and the requirement delivery is planned for 2023. Interested suppliers should register through the MoJ's eProcurement portal to participate in the engagement opportunities.

This tender presents significant opportunities for companies specialising in educational technology, training services, and software development focused on the prison and rehabilitation sectors. Businesses that can deliver engaging and innovative learning solutions, especially those capable of addressing diverse learning needs through both digital and non-digital channels, will be particularly well-suited. Furthermore, firms that can facilitate training for peer mentors or develop methodologies for effective learning within constrained environments may find ample opportunities to contribute to this initiative. Engaging with the MoJ during the market engagement event could help shape the future of literacy and numeracy education in the prison system.

Notice Title

HMPPS Literacy Innovation Fund - Learning through Digital delivery

Notice Description

The Government has set out a vision in the Prison Strategy White Paper to deliver a service which equips prisoners with the numeracy, literacy, skills, and qualifications they need to get jobs or apprenticeships after they leave custody. To achieve this commitment, we are seeking innovative solutions to the Literacy and Numeracy challenges that exist within prisons from the open market, as outlined below. This is to include both Digital and non-Digital solutions. This is a distinct requirement to the wider ongoing Prison Education Service. We know that most prisoners have low levels of education. Over 50% of adult prisoners are assessed on entry as having the maths and English levels at or below that expected of an 11-year-old, around 30% are assessed as having learning difficulties and disabilities, and a high proportion have been excluded from school. This can make learning and engagement with formal English and maths education settings 'in the classroom' challenging or out of reach for many prisoners who need the most support. We are seeking innovative solutions that meet one, or more, of the following criteria: 1. Solutions which deliver maths and English learning in an appealing and accessible way to prisoners (including those that may have additional learning needs) who are currently unable or unwilling to engage in the current education offer to improve their literacy and numeracy skills. In particular we are interested in approaches that support prisoners with a range of reading and writing needs, including decoding, word reading, reading fluency, vocabulary learning, spelling and reading/writing practice. We are also interested in approaches supporting with maths/numeracy at a range of levels. This can be both Digital and Non-Digital interventions, which supports prisoners to improve their literacy and numeracy and acts as a progression route into more formal functional skills qualifications. We are interested in digital interventions which promote engagement and access to literacy and numeracy education away from the classroom environment (for example in workshops, on-wing, in-cell, outdoors, the gym or the library). 2. Additionally we are looking for solutions which deliver learning to mentors (peer mentors primarily) on how to teach, or support the learning of, literacy and/or numeracy skills to peers. In issuing this Prior Information Notice, the MoJ is seeking to inform the market of this planned procurement with a view to having a virtual market engagement session on 18th August 2022. This will be recorded if you are unable to attend this session. This PIN is in conjunction with another PIN supporting this priority for digital content and eLearning for other subjects outside of literacy and numeracy.

This PIN is distinct and separate to the wide Prison Education Service that was previously advertised earlier this year. This PIN is in conjunction with another PIN supporting this priority for digital content and eLearning for other subjects outside of literacy and numeracy. Delivery will be required in 2023. The purpose of this engagement is to secure wider market involvement in the testing and development of new Innovations in literacy and numeracy in the HMPPS Prison Estate in England. MoJ is seeking to assess the level of interest, capability and capacity of a wide range of providers to deliver this innovation and cover the various aspects of the requirement including face to face delivery, training for peers to support learning and software development to deliver literacy and numeracy via digital learning. This engagement will inform how this requirement is delivered. The lotting structure and contract/grant values are yet to be decided and will be informed by the market engagement. The Authority plans to hold a market engagement event via MS Teams on the 18th August. This will explore opportunities and will lead to more specific information on service objectives and requirements. There will be an opportunity to ask questions during the live event. Suppliers should register to the MoJ eProcurement Jaggaer platform Ministry of Justice Sourcing Portal (bravosolution.co.uk), to register to the Market engagement event and receive background information to the Innovation Fund. Following the webinar, there will be further supplier engagement through questionnaire issued to all interested suppliers with tender documents to be published in October. We are very interested to hear suppliers' views throughout this process to enable us to shape the Innovation Fund and contracting arrangements that will improve both literacy and numeracy for adults within the HMPPS estate. We reserve the right to supplement and vary the conduct of the prior engagement process. Where we do this, we will act transparently and treat all suppliers who have expressed an interest equally.
